I. STATEMENT OF WORK
A. SCOPE
It is the intent of this Request for Proposal (RFP) to describe the existing
Duffel Project Site proposed, CEQA Mitigation Measures, Standard
Practices and Procedures, and PG&E requirements in sufficient detail for
Respondent to propose a Photovoltaic (PV) 15-year Power Purchase
Agreement (PPA) price ($/kWh) to design, engineer, procure, construct,
interconnect to PG&E, commission, maintain, operate, and own a solar
photovoltaic system (System) in accordance with the general scope of
work and project milestone schedule provided.
East Bay Municipal Utility District (District) intends to award a 15-year PPA
contract (with options to extend for additional years) to the Proposer(s)
who best meets the District’s requirements.
The District is serving as the CEQA lead and primary permitting agency on
this Project, with environmental documentation completion and adoption
of the Mitigated Negative Declaration (MND) anticipated in the first
quarter of 2020. The proposer is responsible for all site preparation and
proposed construction related permits as specified in Anticipated Permits
and Approvals, Exhibit 7, Draft PPA, as well as compliance with all
Mitigation Measures and EBMUD Standard Practices and Procedures
(Appendix A and B of the Draft PPA). The proposed arrays must fit within
the Solar Development Area (SDA) of the Project Site, with a preferred
single-axis tracker configuration to maximize project yield, consistent with
the Project Description stated in the MND.
The District has applied for an underground interconnection with PG&E
under the Renewable Energy Self-Generation Bill Credit Transfer (RES-BCT)
Program, for a 5 MW AC PV system, and will execute agreements and
payments accordingly. PG&E’s System Impact Study (SIS) is complete, and
the Point of Interconnect (POI) is indicated in Exhibit C, Project Site
Information. The proposer is responsible for all equipment necessary to
interconnect the PV System with PG&E’s at the POI, via underground
interconnection, in accordance with PG&E’s Rule 21 requirements.
The proposer will support the CEQA, permitting, and interconnection
process by providing information as necessary without delay, working
towards an in operation date by December 31, 2021.

Proposers must attend the mandatory job walk and submit Exhibit A, RFP
Response Packet with the PV price and Production Proposal sheet.
Proposer should optimize kWh production, given the available footprint at
the site. It is the Proposer’s responsibility to validate the area available for
PV based on the information provided herein, site visits, and experience.
The kWh PV production estimate, price proposal, and any associated
analysis provided shall be at no cost to the District. The PV Price and
Production Proposal information will be reviewed by the District to
determine which proposal is most cost effective and best meets the
District’s needs. The decision to pursue the project will be at the sole
discretion of the District. A Draft PPA contract (Exhibit E) is provided as an
attachment.
B. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have
been regularly engaged in the business of providing turnkey
PV projects for PPA or lease agreements of preferably similar
size and scope in California (preferably with PG&E) for at
least three (3) years, including financing, engineering,
procurement, construction, operation, remote monitoring,
and maintenance.
b. Proposer shall have the financial strength to uphold all PPA
obligations for the duration of the agreement term.
c. Proposer shall possess all permits, licenses, and professional
credentials necessary to perform services as specified under
this RFP.
C. SPECIFIC REQUIREMENTS
Project Description: For the complete scope of work, the Proposer is to
review the Project Description of the MND (www.ebmud.com/DuffelPV),
all RFP Exhibits, and the Draft PV PPA.
Design Requirements: Proposers should adhere to the Design
Requirements (Exhibit D) and permit requirements when designing the PV
system. Note: Detailed design of the PV system is not required by the

Response Due Date. Proposers are encouraged to provide any preliminary
design information or illustrations they believe best represents their
proposal, highlighting conformance to the Project Description of the MND,
Design Requirements, and PG&E’s Interconnect Requirements. The District
will not be providing any equipment.
D. DELIVERABLES / REPORTS
The following deliverables will be required as developed, and prior to Project
acceptance:
1. Definitive project schedule including: design, equipment
procurement, installation, testing, inspections, and commissioning.,
and final interconnection.
2. Reports and Test Results: Provide the District with all reports
conducted for this project as they are developed, including but not
limited to Geotechnical reports, pull tests, compaction testing, and
electrical equipment testing.
3. Product information: Provide datasheets with design drawings prior
to installation for all installed equipment including but not limited
to photovoltaic modules, racking/support structures, inverters,
transformers, meters, and switchgear.

4. As Builts: Provide as-built drawings at the completion of all new
construction. The as-builts will be used for final inspection.
5. A California licensed Professional Engineer (PE) is to provide the
following to obtain RES-BCT benefits:
- Statement identifying: the government entity that owns and
operates the facility.
- Identification of inspecting authority.
- Confirmation of inspection and compliance with National
Electric Code (NEC), International Building Code, and
International Fire Code,
- Letter attesting the above, signed by the PE, with license
number.
