Description:
The Pennsylvania Department of Transportation (PennDOT) requires a utilization, availability, and disparity study that is statistically and methodologically sound. The study must conform to the legal framework and strictures of the Federal Disadvantaged Business Enterprise (DBE) Program set forth in Title 49 Code of Federal Regulations Part 26 (Part 26) as well as federal court rulings.

The Federal Disadvantaged Business Enterprise (DBE) program applies to this procurement. There is a DBE Goal of 5.84% established for this procurement.
