Description:
The Bay County Board of County Commissioners, the Bay County Constitutional Officers (Clerk, Sheriff, Tax Collector, Property Appraiser & Supervisor of Elections) and the City of Parker “Consortium” is seeking proposals from firms to provide disaster recovery consulting services. Services are to include but not limited to public adjusting services, technical, administrative and training support to assist the Consortium with damage assessment, disaster recovery, project estimation, FEMA force account and small and large project document assembly, and Federal Procurement requirements review, etc. Work will include working with federal agencies, state agencies, local governments, and constitutional offices within Bay County, FL.

Detailed Scope of Work – See Exhibit A

The immediate project requiring services is being funded by FEMA grant funds number: DR-4399 for Hurricane Michael. It is imperative that Respondents examine and become familiar with the grant programs established by the Federal Emergency Management Agency (FEMA). Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Aid Contract Requirements shown at Attachment 3.

Each individual Consortium member may, in the member’s individual discretion, execute a contract with the consultant selected to provide services.

The Bay County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any Consortium Commissioner, Administrator, or employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Proposers shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov. All questions shall be submitted no later than12:00 pm (central time) on Tuesday, October 30, 2018.
