The Town of Chapel Hill is requesting proposals from qualified contractors to provide disaster debris clearance, removal, reduction, and disposal services in the event of a natural disaster within the area. Sealed proposals for Disaster Debris Clearance and Removal Services (the “Project”) to be furnished to the Town of Chapel Hill, N.C. will be received by Zakia Alam, Purchasing and Contracts Manager, Town Hall, 405 Martin Luther King Jr. Boulevard, Chapel Hill, N.C., until Friday, September 21, 2018 by 12:00 PM, EST.

The Town of Chapel Hill is located between the Research Triangle Park and the Triad cities of Greensboro, Winston-Salem and High Point, NC. Chapel Hill encompasses 21.1 square miles and is located within Orange and Durham Counties. With more than 59,000 residents (United States Census Bureau, July 2016), Chapel Hill is a vibrant town and is home to the University of North Carolina.

The award of a contract under this solicitation will be paid with federal funding. Funding is contingent upon compliance with all terms and conditions of funding award. All prospective contractors shall comply with all applicable federal laws, regulations, executive orders, FEMA requirements and the terms and conditions of the funding award. In addition, contractors providing submittals shall be responsible for complying with state law and local ordinances.

Prospective bidders may view the Request for Proposals attached below, and on the Town of Chapel Hill website (www.townofchapelhill.org. Click on “Businesses” menu, then “Bid Notices” option, then the name of this project).

All requests for interpretations related to this RFP must be submitted in writing to the Project Manager, Megan Dale, Management Analyst, Public Works Department, Town of Chapel Hill at mdale@townofchapelhill.org by 12:00 pm (noon) on Tuesday, September 18, 2018. All responses to timely submitted requests for interpretations will be published in the form of an addendum on the Town’s website on Tuesday, September 18, 2018.

In order to be considered, all proposals must be submitted in writing no later than 12:00 PM (EST) on Friday, September 21, 2018. Contractors mailing proposal packages should allow delivery time to ensure timely receipt of their proposal. The responsibility for getting the proposal to the Town of Chapel Hill Purchasing and Contracts Manager on or before the specified time and date is solely and strictly the responsibility of the proposing contractor. The Town will in no way be responsible for delays caused by any occurrence.
