Introduction
The Ohio Department of Developmentʼs BroadbandOhio (BBOH) office invites proposals from qualified
individuals or entities to provide an online digital inclusion resource hub that reaches Ohioans
statewide. Successful applicants will have a proven history of working with state agencies to develop
user-friendly online tools within specific state-approved platforms. Responses to this RFP may be
submitted by any individual or entity able to provide the services under the terms and conditions
outline in this RFP.
As a result of this RFP, BBOH plans to award and execute a contract with one Respondent (Successful
Respondent) to perform the Services (Contract). If successful respondent plans to subcontract, they
shall propose to BBOH one or more qualified subcontractors to perform the work.
Background
The Digital Equity Act established federal grant programs to allow states the opportunity to access
federal funding to develop and implement plans to support digital inclusion. In developing the Ohio
Digital Opportunity Plan, BroadbandOhio took a comprehensive, multi-layered approach to
collaboration and stakeholder outreach and engagement. This approach ensured that the Ohio Digital
Opportunity Plan represented all Ohioans, with a special emphasis on covered populations.
Through stakeholder outreach and engagement efforts for the Plan, Ohio collected digital inclusion
assets, a comprehensive list of which can be found in the appendix of the Plan, and resources. Ohio is
looking to develop an online space that allows:
1. Ohioans to easily locate hotspots, free public Wi-Fi, affordable devices, digital skills courses,
technical support, and other digital inclusion resources; and
2. Organizations to easily share digital inclusion resources with their local communities and
beyond.
This online space will:
1. Directly impact Ohioans access to reliable high-speed internet, digital devices, and digital
skills training and support;
2. Showcase regional and local organizations that offer digital inclusion resources; and
3. Increase the number of Ohioans engaged by digital opportunity outreach efforts.
The resource hub will also allow community anchor institutions, non-profits, and civic organizations a
space where they can find training resources, best practices, position descriptions, and other
information regarding how to expand digital opportunity. This will include the ability to link to other
websites that contain this information.

Ultimately, improved access to digital inclusion resources will ensure Ohioans are best able to fully
engage in their communities, connect with loved ones, learn, access healthcare and other essential
services, and participate in the modern economy.
This project will use federal Digital Equity Act funding that expires November 30, 2029.
Purpose
The purpose of this RFP is to provide BroadbandOhio with a user-friendly tool that allows Ohioans to
easily access programs, services and other digital inclusion resources across the state. It will also allow
community organizations to find resources to assist in planning and implementing successful
programs. Successful applicants will have a proven history of working with state agencies to develop
user-friendly online tools within specific state-approved platforms.
Term of Contract
Once awarded, the term of the Contract will be from the effective date stated in the Contract through
June 30, 2027. The State may solely renew this Contract at its discretion for a period of one month. Any
further renewals will be by mutual agreement between the Contractor and the State. The cumulative
time of all mutual renewals may not exceed two years and each renewal is subject to and contingent
upon the discretionary decision of the Ohio General Assembly to appropriate funds for this Contract in
each new biennium. The State may renew all or part of this Contract subject to the satisfactory
performance of the Contractor and the needs of the Agency.

Proposals and supporting documentation must be submitted via OhioBuys for consideration. Any
documentation submitted after 1:00 pm on the closure date listed in Ohio Buys will not be accepted.
