DIFFICULT RUN PUMP STATION
GRIT MITIGATION AND ODOR CONTROL IMPROVEMENTS
PROJECT NO. WW-000001-015
Sealed bids are hereby solicited for construction of upgrades including installation of two
new wastewater pumps, associated piping, valves, and variable frequency drives;
replacement of ferrous sulfate storage tanks and chemical addition pumps, installation of
new chemical injection port; demolition of existing chemical piping; structural repairs; and
associated electrical and instrumentation and controls modifications and upgrades.
Exterior improvements shall include modification of the diversion structure; installation of
isolation gate; replacement of an existing isolation gate; and associated electrical and
instrumentation and controls modifications and upgrades; and associated site work. The
construction of this project will require compliance with Fairfax County's Prevailing Wage
Ordinance (Ordinance). By submitting a bid, Bidder acknowledges and certifies that their
bid is in compliance with the Prevailing Wage Ordinance in Section 01 20 00.
Only firms that have been pre-qualified will be eligible to submit bids for this
project. Bids received from those that have not been pre-qualified will not be
considered.
This is a lump sum price contract. Contract length is 460 calendar days.
Bids will be received in the office of the Director, Wastewater Design and Construction
Division, Department of Public Works and Environmental Services, 12000 Government
Center Parkway, Suite 463, Fairfax, Virginia until 11:00 a.m., prevailing local time,
Thursday January 12, 2023. Bids received after that time will not be accepted.
Bidders are encouraged to use the services of a delivery service provider to assure
entrance can be gained to the building for delivery. Bids received after that time will not
be accepted. Bids will be opened publicly and read aloud at 11:15 a.m., Thursday
January 12, 2023. The bid opening shall be conducted as a web-based meeting.

An in-person bid opening attendance option will be available in the 4th Floor Bid Room.
Bidders attending the in-person bid opening will wait outside Suite 463 and will be
escorted to the Bid Room prior to bids being opened. This event shall conclude
immediately following the opening of the bid packages.
All bidders shall comply with Article A-21, Fairfax County Construction Safety
Resolution. Bidder’s request for determination of eligibility to bid must be
received by the county no later than fourteen (14) days before bids are due in
accordance to Article A-18.E of Section A, Information For Bidders.
A non-mandatory Pre-Bid Conference will be held on Wednesday, December 14,
2022, at 10:00 am. All bona fide bidders are requested to attend. The Pre-Bid
Conference shall be conducted as a web-based meeting. Contractors who request the
Bidding Documents shall receive an invitation via Teams Meeting. Attendees who wish

A non-mandatory tour of the site and pump station is scheduled following the pre-bid
conference on Wednesday, December 14, 2022, at noon. All of those attending the
tour must wear full PPE, to include at a minimum, steel toe boots, safety vest, eye
protection, and hard hat. Those without proper PPE will not be able to enter the pump
station.
Bidding documents in the form of electronic files will be available Friday, December 2,
2022, and may be obtained by using the Commonwealth of Virginia electronic
procurement portal at https://eva.virginia.gov . Solicitation information will also be
available online at the following Fairfax County website:
https://www.fairfaxcounty.gov/publicworks/capital-projects/solicitations-and-bid-
advertisements.
All questions concerning the project shall be submitted in writing to the Director,
Wastewater Design and Construction Division, Department of Public Works and
Environmental Services, 12000 Government Center Parkway, Suite 463, Fairfax, VA
22035-0056 or by emailing DPWESCAPWastewaterCollectionInquiry@fairfaxcounty.gov . To
be given consideration, questions must be received at least seven (7) days prior to the
date fixed for the opening of the bids. This office is the only point where information will
be disseminated.
Bid Security must accompany each proposal in accordance with Information for Bidders.
No bid may be withdrawn for a period of forty-five (45) days after the opening thereof.
The procedure specified under Section 2.2-4330(A) (i), VA Code Ann. shall apply: “…
the bidder shall give notice in writing of his claim of right to withdraw his bid within two
(2) business days after the conclusion of the bid opening procedure; . . .”.
The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and
all bids, waive informalities and irregularities in bidding and to accept bids which are
considered to be in the best interest of the County.
