2 General
The University of Iowa, located in Iowa City, Iowa (hereafter, "University") and University of Iowa Health Care (UI
Health Care) desires to obtain the professional qualifications of firms to provide an assessment and supporting
documentation of the status of post-acute services provided to certain Medicare beneficiaries and billed to the
Medicare program for use in obtaining additional reimbursement as based on the post-acute care transfer policy as
outlined in the Medicare claims processing manual and for previously pro-rated DRG payments.
Although the University has listed general criteria that will be used in its final evaluation, the University does not
intend these criteria to limit the Supplier's creativity in preparing a proposal it believes will accomplish the
University's goals. The use of a specific Supplier will be based on the Supplier's performance.
The required documentation of expertise and qualifications outlined in this request is intended to serve primarily as
a general guide for each statement of qualifications, with the minimum requirements listed. Each Supplier is
expected to submit a fully detailed statement of qualifications, which adequately describes the advantages and
benefits the University would realize by selecting the Supplier.

The University of Iowa Hospitals and Clinics serves as the teaching hospital and comprehensive medical center for
the State of Iowa. As part of its mission, UI Hospitals and Clinics, in conjunction with UI Carver College of Medicine
and other health science colleges at The University of Iowa, provides world-class family-centered health care,
extensive medical research, and comprehensive teaching programs for many health care professions. The hospital

4 Scope of Services
University of Iowa Health Care seeks a qualified firm to compile a list of every Medicare patient (including Medicare
Advantage patients) billed as a transfer throughout a given fiscal year; comparing this list of transfer patients to a
Common Working File (CWF) looking for Skilled Nursing Facilities (SNF), Rehabilitation Facilities (Rehab) and
Home Health Agencies (HHA) who would have received these patients after discharge from UI Health Care.
The qualified firm will assist UI Health Care with the identification of qualifying rebills allowing UI Health Care to bill
these claims as an actual discharge, if the transfer patient does not admit to the SNF, Rehab, or HHA within the
required time frame and receive a full payment from Medicare. In most cases, reliance will be placed upon the
rebilling recommendations of the chosen firm, but there may be exceptions. There needs to be a high level of
verification by the firm, that no subsequent post-transfer care was provided. Doing so ensures compliant rebilling by
UI Health Care. The qualified firm will assist UI Health Care in monitoring the rebill activity and the status of the
claims identified for rebilling.
UI Health Care currently uses Epic for the EHR. UI Health Care now includes an additional hospital location for which
these services are requested: University of Iowa Health Care Medical Center Downtown. Additionally, beginning in
late fiscal year 2025, an additional (new) hospital will be completed and the requested services will also apply to this
location.
5 Scope of Services - Changes
The University reserves the right to change the scope of work as required. Notices of such changes will be made in
writing by the University to the Supplier.

6 Supplier Requirements
Suppliers must clearly demonstrate and provide documentation substantiating that they are compliant in each of the
following areas. The University reserves, solely, the right to reject any submittals if the evidence or references
submitted by such Supplier fails to satisfy the University that said Supplier is properly qualified in any of these
areas. It shall not be the responsibility of the University to request additional information to satisfy these
requirements, if such information is not provided with the submitted response. Failure to respond to any question or
follow the instructions herein may result in disqualification

7 Project Proposal
Provide a proposal detailing the Supplier's process to be used in providing the services described herein. The
proposal should clearly indicate any major requirements that cannot be met by the Supplier, and highlight the major
features of the proposal to assist the reader in determining generally how the qualifications of the Supplier and the
proposal meets and exceeds the requirements proposed by the University.
The selected firm to assist UI Health Care should meet the following criteria:
a) Have previous experience with the Medicare post-acute transfer policy
b) Have previous experience with Medicare claims processing and rebilling
c) UI Health Care desires to have Supplier in place to support dates of service beginning October 1, 2024*
*Work is based on IP discharge date. Typically, 6 months of claims are worked at a time. Work starts about 2
months after the last discharge date of the series and is wrapped up before the 1-year timely filing limit.
Expertise:
1. Given the needs and qualifications identified in this RFQL, please identify specific areas where your firm is best
equipped to assist.
2. Please explain your firm's past experiences that demonstrate firm's expertise in successfully providing similar
services to institutions akin to University of Iowa Health Care.
Process:
1. Please explain the process your firm uses for projects of this nature.
2. How does your firm intend to manage the relationship with the UI Health Care throughout the life of the contract?

8 References
The successful Supplier must demonstrate to The University that it has adequate experience. Please submit three
(3) references for which the Supplier has provided these services. Of particular interest to us would be your firm’s
previous work with comparable institutions using services outlined in this RFQL. Client references should represent
major accounts of the Supplier. Include the business or institution’s name and address, as well as the contact’s
name with a telephone number, fax number and e-mail address.
