DESCRIPTION: The City of Prescott, Arizona, solicits interest from qualified persons or
firms to provide design services Centralization – AWRF Solids Handling Facility. Only
persons or firms capable of providing the requested discipline categories of professional
services will receive consideration.
MANDATORY PRE-BID CONFERENCE: May 28, 2024, at 2:00p.m., City of Prescott Public
Works Department.
BID OPENING: Thursday, June 13, 2024, at 2:00p.m. City Council Chambers 201 N.
Montezuma Street, 3rd Floor, Prescott, Arizona 86301.
In accordance with local and State law, sealed RSOQs will be received by the Office of the
City Clerk at 201 N. Montezuma Street, Suite 302, Prescott, Arizona 86301, until
2:00p.m. on the date specified above, for the services specified herein. Statements will be
opened and read aloud at the above noted date, time, and location. Any submittals received at
or after 2:00p.m. on the referenced date will be returned unopened.
The City of Prescott reserves the right to accept or reject any or all submittals, and waive any
informality deemed in the best interest of the City and to reject the submittals of any persons
who have been delinquent or unfaithful in any contract with the City.

I. GENERAL INFORMATION
The City of Prescott (hereinafter “City”) invites interested and qualified persons or firms
(hereinafter “firms”) to submit a written Statement of Qualifications (SOQ) for Design Services
for the Centralization – AWRF Solids Handling Facility project.
Contracts shall be awarded on the basis of demonstrated competence and qualifications pursuant
to A.R.S. § 34-604.
To be eligible for consideration, firms must submit a single SOQ demonstrating appropriate
competence, qualifications, and relevant experience in the service categories for which they apply.
The City will apply a one-step process to select the successful firms under this procurement. The
one-step process will involve review and evaluation of the SOQ to establish a final list.
The project goal is to deliver a quality project on time that provides the necessary solids treatment,
processing, and storage capacities and operational redundancy for wastewater centralization at the
Airport Water Reclamation Facility.
A. PROJECT DESCRIPTION
This project consists of additions and improvements to the Airport Water Reclamation
Facility dewatering operations including the addition of one (1) new building, two (2)
dewatering units, and one (1) 1M-1.5M gallon solids holding tank.
The current water reclamation facility does not have the capacity and redundancy for
centralization. Current solids storage capacity is insufficient for storing solids more than
one day without the need for dewatering. The current solids centrifuge, that dewaters and
loads solids into roll-off containers to be hauled away each day, is not capable of keeping
up with the increased flows from centralization and there is no backup to the current solids
centrifuge dewatering and loading system if the primary equipment needs maintenance or
fails.
The project scope of work includes evaluating the cost-benefit of options for the proposed
improvements including operations and maintenance requirements and costs, ease of
integration into current facility operations and processes, current and future benefits, and
drawbacks to the placement of new infrastructure, and ease and impact of future expansion
and improvements.

B. PRIMARY TECHNICAL / ADMINISTRATIVE ISSUES

Utility Relocation Issues:
• Interconnecting with the existing waste activated sludge piping will need to be
accomplished with minimal impact on operations.
• Additional electrical capacity may need to be added and connected with minimal
impact on operations with well-planned short downtimes to change out equipment,
install new equipment, and to integrate and interconnect, if applicable.
• Additional backup electrical power may need to be added and/or connecting into
existing backup electrical power will need to have minimal impact on operations
with well-planned short downtimes to change out equipment, install new
equipment, and to integrate and interconnect, if applicable.
C. DESIGN
Roadway Design:
• On-site access roads may require relocation.
Drainage Design:
• On-site storm water drainage systems may require design modifications or
improvements.
