Bid Questions

If we are also bidding on the Johnny L. Tigner Community Center project, would the City allow us to use the same signed and completed reference forms for the City Hall proposal?

In regards to part a of question 18 of the Response Attachments which states:

Does this apply to contributions to the City of Deerfield Beach only or contributions made to any City.

Our Architect has done many municipal projects that exceed $5M, and our Contractor has constructed many municipal projects that exceed $5M. We have executed Design Build municipal projects that cost less than $5M but Large Design Build Municipal projects are less common. Most Municipalities select the design team based on qualifications and are required to bid the construction of the larger projects and select the low bid contractor. Your RFQ required 3 Design Build projects exceeding a $5M cost during the past 5 years. Would the City consider giving any latitude to teams with proven Design Build experience with a lesser cost threshold or waive it altogether which will open the opportunity for many other teams to submit.
Answer The City does not intend to bid the construction of the project and select a low bid contractor. This Request For Qualifications (RFQ) seeks to evaluate the qualifications of Design-Build professionals to design and construct the proposed renovations. Please see the RFQ package requesting two (2) design-build projects within the past ten (10) years.

Section II 1-b-iv of the RFQ says that the City will consider a proposal from a Design Build team to execute both the Johnny L. Tigner Community Center Project and the City hall Remodel and Upgrade Project as a combined price and proposal for both projects. Does the City have a preference to contract with one team to execute both projects? Will a team be looked at with less favor if their proposal is for only one of the projects?
Answer The City reserves the right to consider evaluating the responders of this RFQ, and the Tigner Project RFQ combined or as individual projects. The final selection of the design-build team or teams will be based on numerous parameters that will be defined in the Step 2 RFP process.
