This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance.

PROJECT DESCRIPTION: The proposed project is for the Construction of a new

This facility will house the Plant Shift Superintendent's Office, the Emergency Command Center, the Technical Support Center, and the Fire Department Alarm Room. The facility will be capable of withstanding design basis events and will fully implement existing Emergency Management plans and procedures. The EOC is a single-story building with approximately 11,000 square feet. Special aspects include a solar photovoltaic panel system, chemical/Biological/Radiological (CBR) Air Filtration System, precast architectural concrete and total building commissioning. The goal will be to construct the building to achieve U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED) Gold Certification. The major functions of the building currently exist in several locations throughout the Y-12 site; however, the new EOC will help consolidate all into one building inside the Property Protection Area of the Y-12 site in Oak Ridge, Tennessee.

This description is not intended to be all encompassing and is subject to change.
