DEKALB COUNTY FIRE RESCUE CAPTAINS PROMOTIONAL EXAM
DEKALB COUNTY, GEORGIA
DeKalb County Government (the County) requests qualified individuals and firms with experience
in conducting, scoring, evaluating, and if needed, defending for Fire Rescue Promotional Selection
and Test Process Services for the rank of Fire Captain for the DeKalb County Fire Rescue Department
(DCFR); in accordance with the Uniform Guidelines on Employee Selection Procedures. Which can

I. INTRODUCTION
A. General Information – DeKalb County provides Fire and Emergency Medical Service (EMS)
to a population of approximately 750,000 residents.
B. The last promotional test process for the rank of Fire Captain was completed in 2014.
C. The purpose of the testing process is to produce a legally defensible promotional list for the
rank of Fire Captain that will be used for promotions for a two (2) year period. There are
approximately on hundred fifty (150) candidates eligible to complete the test process for the
rank of Fire Captain.
D. The promotional testing process is expected to have a positive impact on the County’s ability
to fill a sworn position that will result in:
1. Qualified staffing,
2. A positive affect on morale by providing an opportunity for career advancement; and
3. Filling vacant positions for Fire Captain.

F. The services shall commence within ten (10) calendar days after acknowledgement of receipt
of written notice to proceed and shall be completed within one hundred fifty (150) days.
G. The intent of this bid is to make an all-award; however, the County reserves the right to one
(1) award or multiple awards. The County may accept any item or group of items on any bid,
whichever is in the best interest of DeKalb County.
II. SCOPE OF WORK
A. Written Testing
Fire Rescue would like the testing process to contain a 3-part examination process. The first part will
be comprised of a 100-question written examination from the source text materials listed below.
There will be no formal cut score to move to the second phase of the examination process. Written
examination material will cover, and all testing questions will come from the following sources. Each
source shall represent a portion of the overall exam.
40% - Current Departmental Standard Operating Guidelines
10% - Current Departmental Patient Care Protocols (only basic or EMT level skills)
10% - (Leadership Book)
15% - Fire Officer: Principles And Practice, Enhanced (3nd Edition), IAFC
10% - Fire Officer’s Handbook of Tactics, (5th Edition) (Fire Engineering), John Norman
15% - Essentials of Fire Department Customer Service, (1st Edition), Alan Brunacini IFSTA
Representatives from the testing company will be required to review and develop questions from
DeKalb County Fire Recue Standard Operating Guidelines and DeKalb County Fire Rescue Patient
Care Protocols. Representatives will also meet with DCFR departmental subject matter experts
(SME) holding the rank of Fire Captain and above to develop approved questions from the

departmental specific sources. Once a bank of questions has been developed the Fire Chief, Deputy
Chief of Operations, Deputy Chief of Support Services and Training, and Battalion Chief of Training
will review and select questions to be used in the written examination.
All questions from the selected published reading list should come from the approved validated test
bank of questions offered by the publisher of the text. If no test bank is available, then all questions
should be taken from the associated study guides that are available for purchase by the candidate.
The successful bidder will establish a test bank of questions no less than 500 possible questions to be
utilized for written testing purposes from all sources listed and based on the required percentages for
each text listed so that no questions will re-appear on a given test between the first year and the 5th
year of the contract.
The successful bidder will also ensure that possible answers from one source text and another do not
conflict with each to avoid elimination or double keying of questions.
All candidates will have a minimum of 60 days to prepare for the exam.
The written test can be administered either in paper form or by computer-based technology. All
candidates will be required to complete the test to move on to the next phase of the testing process
(assessment center).
B. Practical Assessment Center
The second testing phase will incorporate and build on the 1st phase. Candidates will perform in an
interactive setting and respond to practical situational stimuli. Prior to testing SMEs from DCFR and
the testing agency will determine appropriate and inappropriate responses to the situations proposed
for testing purposes. The testing agency will formulate a scoring system to rank individuals. The
required assessment center exercises will be:
1) Incident Command Scenario- This exercise and the rating criteria should be based on
instinctive decision making, incident command and control, resources management, and
overall incident management.
2) In Basket Exercise- This exercise and the rating criteria should focus on time management,
organizational skills, and prioritization of work flow.
3) Employee Conflict- This exercise and the rating criteria should focus on employee
management, verbal listening and communication skills, conflict resolution skills, and
future employee mentorship to avoid future conflicts. At conclusion of this exercise the
candidate will be required to submit a written memo to their respective battalion chief
which outlines the cause of employee conflict, the investigation findings, the suggested
remediation, future employee improvement plans, and steps to avoid future employee
conflicts of the same nature. This exercise will focus on the candidates written
communication skills as well as proper grammar and spelling knowledge and skills.
The raw score after written testing and assessment evaluation ratings are complete will be cumulative
at weighted at 50% for each phase. This is intended to give equal share to candidates who may perform
poorly/exceptionally in one setting verses the other.
At this point an overall cut score of 70% will utilized and only candidates above the cut score will
move into the final phase of the promotional process.
