Pursuant to North Carolina General Statutes - Chapter 160A Article 2, proposals will be received by the
City of Asheville for the following:
Description of Work:
The City of Asheville is looking for a company that has the ability to provide all the needed
services for the City to meet the requirements of the Proposed Lead and Copper Rule
Revisions. The SaaS data management platform will need the ability to cohesively manage all
required Lead and Copper Tap Monitoring, Primacy Agency & Customer Results Reporting,
and Service Line Inventory & Lead Service Line Replacement in the Water System. The other
services the City is requiring are Sampling Kits, Laboratory Analysis & Assistance with Public
Educational Outreach. Public Outreach includes water customers, schools and daycares
education and sampling required in the rule revisions.

www.ashevillenc.gov/bids. This is the official source of this solicitation. All updates to this solicitation
shall come in the form of published addenda and shall be published to the same location. The City
will not be responsible for full or partial sets of Contract Documents including any addendum
obtained from any other source.

Asheville Business Inclusion Plan:
Prospective Contractors are notified that the City of Asheville has adopted a Minority Business Plan to

Prospective Contractors are notified that the City of Asheville has adopted a Drug-Free Workplace
Policy requiring successful contractors to insure that a drug-free workplace is provided in the
performance of any City of Asheville contract. By submitting a proposal, the Prospective Contractor
certifies that if awarded the Contract, they and their subcontractors shall comply with the City’s
Drug-Free Workplace Policy. The policy may be viewed at the following: Drug Policy
