DAFFIN PARK PHASE ONE IMPROVEMENTS CITY OF PANAMA CITY, FLORIDA Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of the Daffin Park Phase One Improvements will be received at the City of Panama City – Purchasing Office, Room 238, 501 Harrison Avenue, Panama City, FL, 32401 until 2:00 p.m. CST, on October 13, 2022. Sealed bid will immediately be taken to Room 239 in the Logistics Department of City Hall and opened publicly. Bids shall be enclosed in a package plainly marked “Bid #PC22- 039, Daffin Park Phase One Improvements, for the City of Panama City”, the name and address of Bidder, and shall be accompanied by the Bid security and other required documents. If a Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate package plainly marked on the outside with the notation “BID ENCLOSED.” A mailed Bid shall be addressed to City of Panama City Purchasing Office, Room 238, 501 Harrison Avenue, Panama City, Florida 32401. The estimated cost of the construction project equals or exceeds $250,000. The voluntary pre-bid conference is scheduled for 10:00 AM CT on August 31, 2022, at CITY HALL, 501 Harrison Avenue, Lower Level - Room 10, Panama City, Florida, 32401. The Project consists of constructing proposed park improvements at the existing Daffin Park including replacing and repairing hurricane damaged items. The project will be broken into two phases. Phase I-A consists of demolition, erosion control, site grading, drainage, and utilities and associated items necessary for the following improvements- Multipurpose field, associated trails, two restroom buildings, bleachers, lighting, walking trails, and landscaping as noted on project construction documents and Phase I-B consists of demolition, erosion control, site grading, drainage, utilities and any other associated items necessary for and incidental to renovation of existing ballfield, fencing, lighting, irrigation, topsoil installation, dugouts, parking areas, etc. Phase I-B construction cannot begin until final approval from FEMA has been received. It is the intent of the Owner for Phase I-B to commence construction once approval has been received from FEMA. The work will be awarded in one Contract. The successful bidder will be required to submit a list of his subcontractors for approval before award of contract. Partial sets of Bidding Documents will not be available directly from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of bidding Documents including Addenda, if any, obtained from sources other than the Issuing Office. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Florida and listed as a certified company in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. No bid may be withdrawn within 90 calendar days after the scheduled time for receipt of bids. All bidders must be licensed and shall comply with all licensing requirements of the State of Florida. All bidders must comply with all applicable State and local laws concerning licensing, registration, and regulation of contractors doing business in the State of Florida. Further, contractors shall obtain all such occupational licenses and permits as shall be prescribed by law. The person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid for a contract to provide any goods or services to a public entity, may not submit a bid for a contract to a public entity for the construction or repair of a public building or public work, may not submit bids for leases of real property to a public entity, may not be awarded a contract or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. Contractor must ensure employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The Owner reserves the right to reject any or all Bids, to waive informalities and to readvertise. City of Panama City, Florida Purchasing Division Advertisement starts August 23, 2022.
