G-Community-Based Outpatient Substance Abuse and Mental Health Services in
Saginaw, MI

The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services.


The contractors will provide services within a 10 mile radius of Saginaw City Hall located at 1315 South Washington Ave. Saginaw, MI 48601. Performance periods under this contract will be for a one year base period to begin on November 1, 2017 with nine (9) one-year option renewal periods with services ending (if all options are renewed) on October 31, 2027. The services required for this contract include a Base Year and Option Years One through Nine. The following services are required and may be subcontracted to another licensed contractor.

The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders include:

2000 Substance Use Intake 1 per inmate x 25 inmates = 25 Units
2011 Substance Use Assessment & Report 1 per inmate x 25 inmates = 25 Units
2010 Individual Counseling (30 min = 1 unit) 48 per inmate x 25 inmates = 1200 Units

2030 Family Counseling (30 min=1 unit) 36 per inmate x 7 inmates = 252 Units

The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work, dated September 2017. The request for quote will be available on or after October 25, 2017 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about November 9, 2017.


Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement will be unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
