Description:
The Bay County Board of County Commissioners (County) seeks proposals from Design/Build teams for the design and construction of a project to improve the intersection capacity of the intersection of US Highway 231 and County Road 389.

A MANDATORY Pre-Proposal Meeting will be held at 10:30 am (CDT) on Wednesday, May 2, 2018 in the Public Works Conference Room, 840 W. 11th Street, Panama City, FL 32401.

SEALED TECHNICAL PROPOSALS for RFP NO: 18-25 CR389 at US Hwy 231 Right Turn Lane Addition Design-Build Team will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:30 PM (central time) Thursday, May 31, 2018. Technical Proposals will be publicly opened immediately following the deadline.

SEALED PRICE PROPOSALS will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:30 PM (central time) Thursday, June 7, 2018.

Sealed Price Proposals shall be publicly opened at 2:30 PM (central time) on Thursday, June 14, 2018.

The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Proposers shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Friday, May 11, 2018.

Qualifications:
The design firm and/or their sub-consultants shall be qualified under Rule Chapter 14-75.003 Florida Administrative Code, in the following types of work: Group 3; Type 3.2 Major Highway Design, Group 7; Type 7.1 Signing, Pavement Marking and Channelization, Type 7.3 Signalization, Group 8; Type 8.2 Design, Right-of-Way and Construction Surveying, Group 9; Type 9.1 Soil Exploration, Type 9.2 Geotechnical Classification Lab Testing and Type 9.3 Highway Materials Testing. If the Design/Build Team proposes to use in-house forces to do surveying or geotechnical exploration, the Team must have the FDOT certification in that specialty. Engineers shall hold a Florida Professional Engineer’s license. Surveyors shall hold a Professional Land Surveyor’s License.

The prime construction contractor shall be qualified under Rule Chapter 14-22 in the following classes of work: 1) Grading, 2) Drainage, and 3) Flexible Paving; and the Prime Contractor or Subcontractor in the additional work categories: 1) Hot Plant-Mix Bituminous; and Specialty Classes of Work: 1) Grassing, Seeding, and Sodding, 2) Traffic Signals, 3) Pavement Marking,4) Fencing, 5) Intelligent Transportation System, and 6) Roadway Signing. The asphalt plant shall be FDOT certified, have an on-site laboratory and staffed with a QC technician that holds a current FDOT CTQP Plant Level II certification. The construction contractor shall have a FDOT CTQP qualified Asphalt Paving Level II technician on the roadway at all times while paving and perform all testing sampling with a CTQP Asphalt Paving Level 1 Technician. Concrete testing shall be done with a FDOT certified Concrete Field Technician Level 1. Testing laboratories shall meet FDOT Standard Specifications of Road and Bridge Construction 2013, Section 105-6 requirements and provide proof of FDOT qualifications.
