SECTION TWO: GENERAL RFP SUMMARY
The County is seeking proposals from qualified individuals to provide engineering services
according to the Supplemental Project Agreement (SPA) Modification 003, item 2g related to the
Master Stewardship Agreement the County has with the USDA, Forest Service, Stanislaus
National Forest.
California law and federal law provide specific employment restrictions for retirees and/or current
County employees that desire to contract with the County.
For CalPERS retirees: if the work you will perform as a consultant is the same or similar to work
you performed as an active employee or is work that is performed by active employees, it is most
likely subject to the PERS retired annuitant restrictions, meaning the employment is disallowed
and the County will not be able to enter into a contract with you.
For current County employees: California and federal law prohibit a current employee from
contracting with its employer while being an active employee. If an employee is interested in
becoming an independent consultant, the employee must consider separation from employment
with the County, however should the employee retire, he/she may be subject to the CalPERS retired
annuitant laws. Should a current County employee respond to a RFP while in active employment
status, the employee must separate from employment prior to award of the contract.
No County time is allowed to be used to prepare for or work on a response to a County RFP.
SECTION THREE: PROGRAM BACKGROUND AND OVERVIEW
In December 2017, the Tuolumne County Board of Supervisors approved a Master Stewardship
Agreement with the USDA, Forest Service, Stanislaus National Forest, giving the County
authority over the next 10 years to work with the Forest Service to conduct landscape restoration
activities on the Stanislaus National Forest within the boundaries of Tuolumne County. The
SPAs developed under the Master Stewardship Agreement are for the purpose of protecting,
enhancing and restoring forest and watershed health and bringing economic opportunities to the
local area.

Tuolumne County is using the collaborative group Yosemite Stanislaus Solutions (YSS) and its
sub-partners inside YSS to assist with SPA development. Tuolumne River Trust has been sub-
contracted by the County for SPA program administration and project management. Tuolumne
River Trust will supervise Consultants and oversee the work being done on this project.

can be found in “Related Documents” with this this RFP.
SECTION FOUR: SCOPE OF SERVICES
It is the intent of these specifications, terms, and conditions to describe the services Tuolumne
County is seeking. The County intends to award a contract to the Proposer(s) who best meets the
County’s requirements.
This project lies entirely in Stanislaus National Forest Lands within the County of Tuolumne.
The County is implementing this project under a Supplemental Project Agreement pursuant to
Stewardship Agreement #18-SA-11051600-007 between the County (“Partner’) and the Forest
Service.
This project is for road design within the Stanislaus National Forest Lands in preparation for a
timber sale. The project deliverables will become part of the timber sale bid package and will be
utilized by the prospective timber operator. Specifications for the project and final package are
described below. See map in Attachment 1 for specific location information.
SPECIFICATIONS
Granite Thinning – Road Design
Design and preparation of road reconstruction and maintenance package for stewardship
projects. Typical road packages shall include, but not be limited to, plans, specifications,
estimates, and road related contract provisions. Work shall include travel to the project area to
perform road survey and reconnaissance as necessary to complete the necessary construction
contract documents.
Provide engineering technical services (plus related labor, supervision, equipment,
transportation, operating supplies, and incidentals) required for transportation network planning
to support fuel reduction and vegetation management on National Forest lands with complex
environmental and operating equipment requirements. This includes integration of the existing
transportation network from federal highway, state, county, city, and existing Forest Service
roads with a transportation system that provides adequate access to areas scheduled for
vegetation treatments of various types, with various equipment needs. Includes on-the-ground
research to determine the conditions of existing roads and requirements for maintenance and/or
reconstruction in order to meet project needs and compliance with the project specifications.

Services are to be performed in accordance with the specifications and provisions of this
agreement.
1. Design criteria will be provided for the project in the form of a Decision Memo and
environmental analysis documents, which defines the project area, objectives, and
environmental design criteria.
2. Road survey and reconnaissance shall be determined using existing transportation maps,
GIS data, and ground verification.
3. Construction Contract Documents – Generally, design to the standard needed for
consistency with applicable environmental laws and regulations and as needed for timber
harvest. Plan for the least-cost road needed to meet the resource objectives for the sale.
Typical road package design may include, but not limited to the following: installation of
culverts, riprap, and low-water crossings; implementation of BMP requirements;
improvements to surface road drainage; curve widening; maintenance of existing road
features; grading and road reconditioning; placement of aggregate base or asphalt
concrete; road decommissioning; gate installation; clearing and grubbing; etc.
a. Plans – Maps, drawings, and construction details. Prepared using ArcGIS,
AutoCAD or similar programs.
b. Specifications – Supplemental specification shall be assembled that modify the
standard specification that is incorporated by default. Supplemental specifications
will be a combination of mandatory specifications and optional specifications that
can be chosen at the designer’s discretion. Prepared using Microsoft Word or
similar program. Mandatory and Optional specification lists will be provided.
c. Estimate/Schedule of Items – To include pay item number, description, quantity,
method of measurement, unit price and total price for all required work. Prepared
using Microsoft Excel or similar program. List of approved pay items will be
provided.
d. Road related contract provisions – Prepared provisions for the timber sale
contract, including road information, required road deposits, and required road
maintenance tables.
4. All transportation systems shall be configured to comply with Forest Service Handbooks,
which will be made available upon request.
5. Assemble plans and specifications in accordance with the “Standard Specifications of
Construction of Roads and Bridges on Federal Highway Projects, FP-14”, issued by the
Federal Highway Administration.
6. Calculations shall be complete, legible, and include enough sketches, to be readily
understood by a qualified engineer. All assumptions shall be clearly shown or stated.
7. If alternatives are proposed, a summary of relative advantages and disadvantages shall be
provided.
8. Attendance and participation in various meetings and plan reviews in the field may be
required, as requested by Forest Service engineering staff or Forest Service Line Officers.
The specific roads with estimated miles to be included in the project are listed in the below table.
Exact specifications are being surveyed and will be provided with awarded contract. Cost
proposals should be provided on a per mile bases.
