Council Web Site Redesign and Enhancement Analysis

The Office of the County Council is seeking a contractor to develop a report on how to achieve an improved Montgomery County Council website, including an improved search system and navigation, a modernized look and feel, and integration with other communications channels. The Council expects the backend framework of the websites to follow the County standards. The contractor will perform the following tasks:

1. Gather key stakeholder input on the web enhancement by engaging a diverse group of community members from across Montgomery County. This information gathering should be done in accordance with the County's Racial Equity and Social Justice framework by including members of the County's many partner agencies and active citizen groups, as well as Council staff.
2. Meet and work with the County' Technology and Enterprise Business Services (TEBS) office to ensure the compatibility with current County web standards, to include recommendations for third-party integrations with systems used by the Council such as Granicus, Trumba and other custom applications. Demonstrations of existing web architecture, design and application use will be provided by the Council's Information Technology office.
3. Present a preliminary report on data acquired to the Council or its designee(s) at least one month prior to the contract end date.
4. Prepare and test the range of suggested improvements before finalizing the report, to include industry standards and best practices, usability and functionality of the features such as search, navigation, chat bot, information architecture, site framework, content management, database/file management, and html and CSS standards.
5. Produce and present a report to the Council or designee by the last week of the contract end date.
