Bay County is seeking a General Contractor (GC) to manage the renovation of the existing Juvenile Justice Building located at 533 East 11th Street into a Federal Courthouse.

The GC will be responsible for following the plans and specifications to compete the following:
• Approximately 6,000 sf addition to the ground floor
• Site and parking reconfiguration
• Building structural and envelope improvements as required by Lease No. GS-04P-LFL00410
• Infilling of existing atrium to capture additional second floor area.
• Construct secure parking area
• Tenant improvements as required by Lease No. GS-04P-LFL00410, including: TI Allowance – as approved by the Federal Government.
• Building Specific Amortized Capital (BSAC) – a separate security allowance whose use is to be approved by the Federal Government.
• Warm Lit Shell (WLS) – as specified by the lease, to be budgeted and priced separately.
• Completion of the Tenant Improvement Cost Summary (TICS) Table – In response to a competitive proposal process, all TI and BSAC construction shall be bid to a minimum of two qualified subcontractors from each trade. The Table and all bids and backup data will need to be completed by the General Contractor (pursuant to Lease No. GS-04P-LFL00410), presented to the Federal Government and approved by the Government Services Administration for issuance of a Notice to Proceed (NTP) to commence TI and BSAC construction.
• OH&P fee must be structured consistent with the requirements of the Lease and no other fees maybe charged.

SEALED SUBMITTALS for RFQ NO: 19-03 for Construction Manager Services for Bay County Juvenile Justice Courthouse Renovations will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 1:00 PM (central time) Friday, October 19, 2018. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time

The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Proposers shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Tuesday, October 9, 2018.

By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
Contractors shall be Florida licensed Building Contractor or General Contractor. Sub-Contractors shall be Florida licensed in their trade.

The firm MUST have experience constructing courthouse spaces within the past ten years.

Special Requirements:
General Contractor will be responsible for ensuring completion of building renovation beginning on January 2, 2019 and completing the project on or before October 1, 2019.

This project is contingent on conformance to the guidelines set forth by the General Services Administration (GSA), Federal Acquisition Regulation (FAR) and the GSA Supplement to the FAR (GSAR). Firms will comply with the Federal Requirements in Attachment 3. Consideration for the negotiated contract resulting from this solicitation shall not exceed 7% of the construction cost.
