FS 40: Construction of a new 4-bay fire station will relieve
existing over-extended resources by increasing the potential
to add additional resources for the growing population and
high emergency call volume. The new construction shall
increase living area and equipment storage thereby providing
a safer and healthier living environment for City firefighters.
Fire Station 40 is amongst the busiest stations in the City’s
southeast sector. It serves the Lawndale community, which is
continuously growing in population and emergency service
call volume. The station currently consists of two (2) bays and
has limited resources and living accommodations for
firefighters, affecting its ability to serve the community's needs
ef f ectively.
FS 64 & FS 80: The interior of the current fire station will be
demolished and re-designed for space optimization. The
planned upgrades include enhancements to the walls,
electrical systems, plumbing, mechanical systems, flooring,
ceilings, millwork, appliances, and furniture. Additionally,
improvements will be made to the carbon monoxide exhaust
system, overhead doors with operators, security systems,
and the IT/radio communication system.
FS 104: The scope of work is to design and construct a new
5-bay replacement station on a site to be determined. The
existing 2-bay Fire Station 104 was severely flooded and
damaged during Hurricane Harvey. The station is currently
located near the San Jacinto River and within the 100-year
flood plain. This station is too small for the current area’s
service needs and does not meet current HFD standards for
apparatus or living conditions.

The City of Houston intends to utilize the Construction Manager at Risk (CMAR) process as
authorized in Chapter 2269, Texas Government Code for the above procurement.
The Proposals will be ranked based on the criteria set out in the Request f or Proposals (RFP). After
reviewing the Proposals, the City may short-list a maximum of five Proposers that will participate in
interviews and presentations before finalizing the rankings.
Electronic Proposals are due at 10:30 a.m., local time on Proposal Date. Follow submittal instructions
on https://www.civcastusa.com/. Hard Copies will not be accepted for this Proposal Submission.
Proposals will be opened, and the Proposal Results will be posted on Civcast on the Proposal Date.
Proposal results will be read aloud via Microsoft Teams dial up access on the same day at 11:00 am
only. Microsoft Teams Number 1-936-755-1521 ID: 598 888 117#. All interested parties are invited
to attend. Place and date of Proposal opening may be changed in accordance with Sections 15-45(c)
City of Houston Code of Ordinances (City Code). All Proposers shall comply with Article II, Chapter
15, City of Houston Code of Ordinances.

This procurement is subject to the Hire Houston First program as set out in Chapter 15, Article XI,
City Code. It is unlawful for any Contractor to contribute or offer any contribution to a candidate for
