The City of Lakewood is seeking qualified firms/teams to submit proposals to assist the City with the early stages of the Comprehensive Plan development process. The focus of this phase is to complete preliminary tasks in 2023 that will inform the development of the Plan in 2024. This includes recommending innovative and effective approaches for the Plan organization, implementation, and engagement based on an understanding of Lakewood and best practices of cities similar to Lakewood and assisting City staff launch the community engagement and outreach process in 2023.
After this phase, additional consultant support may be needed to assist staff in developing the Plan in 2024 (writing, content creation, format, design, continued community engagement, etc.).
Project Background
Lakewood's current Comprehensive Plan, Lakewood 2025: Moving Forward Together, (Lakewood 2025) was adopted in 2015 and articulated the community vision for the City looking ten (10) years into the future. The tenth year, 2025, is quickly approaching and the Plan needs to be updated to document the vision for the City and guide decisions in Lakewood for the next ten years. Lakewood 2025 was developed entirely in-house by City staff, but for this next Comprehensive Plan update, staff would like to collaborate with a consultant team. Lakewood staff will lead the process, but considerable support from a consultant team(s) during the entire plan development and approval process will be needed.
