Comprehensive Plan UpdateJo Daviess County

Galena, IL

Jo Daviess County invites the submission of proposals from qualified individuals or firms interested in carrying out an update to the Jo Daviess County Comprehensive Plan. The consultant must have experience in developing Comprehensive Plans for communities with characteristics and demographics similar to Jo Daviess County.

Responses and questions must be submitted electronically to Kristina Tranel, Planning & Development Administrator at ktranel@jodaviesscountyil.gov . Proposals must be received no later than February 17, 2023 by 4:00pm (CST). Proposals received after this date and time will not be considered for award.

This project is an update to an existing Comprehensive Plan ("Jo Daviess County Comprehensive Plan 2012 Update"). The updated Comprehensive Plan document should contain the following elements and the essential character and certain verbiage from the existing Comprehensive Plan should be retained where possible.

1. Issues and Opportunities Element

This element is defined as the background information on the County and its overall objectives, policies, goals and programs. This information is used to guide the future community development and redevelopment over a planning period (5 years, 10 years, 20 years, etc.).

Specifically, the background information will include:

2. Housing Element

The housing element is defined as a compilation of the County's objectives, policies, goals, maps and programs to provide an adequate housing supply to meet existing and forecasted housing demand.

Specifically, the housing element will:

  • incorporate information from the Jo Daviess County IL, Housing Study
  • assess the age, structural, value and occupancy characteristics of the County's housing stock (including short-term rentals)
  • identify policies and programs that promote the development of housing for residents of the County and provide a range of housing choices that meet the needs of persons of all income levels and of all age groups and persons with special needs
  • identify policies and programs that promote the maintenance or rehabilitation of the County's existing housing stock

3. Transportation Element

The transportation element is defined as a compilation of objectives, policies, goals, maps and programs to guide the future development of the various modes of transportation, including highways, transit, and transportation systems for persons with disabilities, bicycles, walking, freight and passenger rail, air transportation and trucking.

Specifically, this element will:

  • compare the County's objectives, policies, goals and programs to State and regional transportation plans
  • identify transportation routes within the County by function and incorporate State and other applicable transportation plans

4. Utilities and Community Facilities

The utilities and communications facilities element is defined as a compilation of objectives, policies, goals, maps and programs to guide the future development of utilities and communication facilities in the County. Examples include sanitary sewer service, storm water management, water supply, solid waste disposal, on-site wastewater treatment technologies, recycling facilities, parks, telecommunication facilities, cemeteries, health and child care facilities and other public facilities such as police, fire and ambulance, library and schools.

Specifically, the element will:

  • describe the location, use and capacity of existing public utilities and community facilities that serve the County;
  • include an approximate timetable that forecasts the need in the County to expand or rehabilitate existing utilities and facilities or to create new ones and assess future needs for governmental services that are related to such utilities and facilities
  • identify policies for renewable energy development

5. Agriculture, Natural and Cultural Resources Element

The agricultural, natural and cultural resources element is defined as a compilation of objectives, policies, goals, maps and programs for the conservation and promotion of effective resources management. Examples of resources include groundwater, timber groves, productive agricultural land, environmentally sensitive areas, threatened and/or endangered species, stream corridors, surface waters, flood plains, wetlands, wildlife habitat, mineral resources, parks, open spaces, historical and cultural resources and other natural resources.

  • incorporate objectives from 2022 Greenway & Trails Plan
  • incorporate goals, objectives, and policies from the Jo Daviess County Water Resource Management Plan

6. Economic Development Element

The economic development element is defined as a compilation of objectives, policies, goals, maps and programs to promote the stabilization, retention or expansion of the economic base, as well as quality employment opportunities in the County.

Specifically, the element will:

  • include an analysis of the labor force and economic base of the County
  • assess categories or particular types of desirable new businesses and industries; designate an adequate number of sites for such businesses and industries
  • identify State or regional economic development programs that apply to the County
  • identify policies regarding tourism in unincorporated areas utilizing information from Galena Country Tourism’s Strategic Plan, Destination Next & Resident Survey
  • incorporate findings from Planning for a Northern Illinois Food Systems Network

7. Intergovernmental Cooperation Element

The intergovernmental cooperation element is defined as a compilation of objectives, policies, goals, maps and programs for joint planning and decision making with other jurisdictions, including the school district, and other adjacent local governmental units, for siting and building public facilities and sharing public services.

Specifically, the element will:

  • analyze the relationship of the County to the school districts, municipalities, townships and other adjacent local governmental units, and to the region, the state and other governmental entities
  • incorporate any plans or agreements to which the County is a party under
  • identify existing or potential conflicts between the County and other governmental units; describe process to resolve such conflicts

8. Land Use Element

The land use element is defined as a compilation of objectives, policies, goals, maps and programs to guide the future development and re-development of public and private property.

Specifically, the element will:

  • list the amount, type, intensity and net density of existing land uses (such as agricultural, residential, commercial, industrial or other public and private uses) in the County; analyze trends and price of land, opportunities for re-development and existing and potential land-use conflicts
  • include a series of maps that:
    • show current and future land uses
    • indicate productive agricultural soils, natural limitations for building site development, flood plains, wetlands and other environmentally sensitive lands; show the general location of future land uses
    • shows the proposed Route 20 Bypass Corridor

9. Implementation Element

The implementation element is defined as a compilation of programs and specific actions to be completed in stated sequence to implement the objectives, policies, plans and programs detailed in the Comprehensive Plan Elements 1-8. This includes proposed changes to any applicable zoning ordinances, official maps, sign regulations, erosion and stormwater control ordinances, building codes, or subdivision ordinances.

Interviews or Presentations (if necessary) — 3/7/2023

Board Selection — 3/14/2023

Consultant General Expectancies and Responsibilities

The selected consultant will work under the direction of the County Board, Zoning Administrator, or as designated, the Comprehensive Planning Committee, and will be responsible for the following items:

  • Management of all aspects of the comprehensive plan process
  • Drafting and Preparation of plan documents, graphics, inventory data, mapping using current GIS technology, and other support services that may be outside of what the county can provide.
  • Data Collection, analysis, and presentation
  • Organization and facilitation of public meetings, including documentation of minutes for initial draft, and later drafts if deemed necessary by the Comprehensive Planning Committee
  • Budgeting Project funds
  • Monthly presentations to the Comprehensive Planning Committee \ Documentation of discussions that occur based upon any Comprehensive Planning Committee meetings that the firm attends
  • Monthly written status updates
  • All documents and final reports shall be presented in digital format for archiving and reproduction

The RFP does not obligate Jo Daviess County to a contract to any firm, nor pay any cost incurred in the preparation of proposals submitted in response to this request. Jo Daviess County reserves the right to accept or reject any or all proposals received as a result of this request. All information and material submitted in this request will become the property of Jo Daviess County.

Please include the following in your proposal:

  1. Official name and principal officers of your firm
  2. Location of your firm with telephone, email addresses and fax numbers
  3. Most recent business audit and/or annual report
  4. Provide the resumes or CVs along with the names of the project manager, project team and other key personnel who would be assigned to this project
  5. List all services in addition to those listed that you believe would be required for each component of the project
  6. Elaborate on your firm’s expertise in each area of service to be provided, including work on rural county comprehensive plans
  7. Provide a minimum of two example plans that the firm has written
  8. Description of any special procedures or unique processes used by your company for work of this nature
  9. Listing of similar contracts your company has had with other counties or state agencies with names of representatives whom the County may contact relative to qualifications of your firm to perform this type of work
  10. Furnish a narrative stating why Jo Daviess County should consider your firm the best qualified for the performance of this work
  11. Detailed budget and budget narrative that outlines all work necessary to complete the preparation of the Comprehensive Plan including any a la carte options
  12. Project timetable for initiating and completing work.
