Request for Proposal (RFP)
RFP Posted: September 26, 2022
Proposals must be received no later than: October 24, 2022, at or before 12:00 p.m. MST; Proposals received after this date and time will not be considered for award.
The City of Edgewater will answer questions about the RFP and all questions must be submitted via email to Jocelyn Mills, Deputy City Manager/Community Development Director at jmills@edgewaterco.com by October 10, 2022 at 5pm. Responses to the questions will be posted on the City's website at www.edgewaterco.com by October 12, 2022. The purpose of these Q/A is to provide guidance to consultants in the interpretation of or any other questions about this RFP.

Introduction
The purpose of this Request for Proposals is to solicit competitive proposals from qualified consultants to assist the City in an update of its Comprehensive Plan.
The City of Edgewater is seeking a multidisciplinary consultant team (which may be a single firm or a consultant team consisting of individuals and/or firms with specialized expertise) to update the City's Comprehensive Plan. This plan will provide elected and appointed officials, city staff, city residents, businesses, and development community with a comprehensive, consistent, community centric, and culturally relevant plan to guide the City's decision-making and development over the next 20 years, to the year 2044.
Background
The City of Edgewater, Colorado is located in Jefferson County, immediately west of Sloan's Lake within the greater Denver metropolitan area. Incorporated in 1901, the city is approximately one square mile in size, and today has a population of approximately 5,500 residents. Edgewater is surrounded by Denver to the east, Lakewood to the south and west, and Wheat Ridge to the north. Residents enjoy the convenience of nearby larger metropolitan area services and the ambiance of Edgewater's hometown atmosphere.
The community is primarily comprised of single-family detached houses with higher density multi-family housing around its perimeter. Edgewater's residential neighborhoods are well established and serve as the core of the community. There are three Jeffco Public Schools located within Edgewater: two elementary schools and one combined junior/high school. The city has three primary retail corridors located along Sheridan Boulevard, Historic 25th Avenue and a portion of 20th Avenue, which make up an essential part of Edgewater's vibrancy and character.
Edgewater provides a full range of municipal services to the community, including administration, finance, community development, municipal court, police and public safety, public works, communications and events, and parks and recreation.
Overview / Goals of Project
Edgewater's current Comprehensive Plan was adopted in 2013. It contains categories of:
At that time in the city, the biggest focus was on economic development and the plan looked out 10/15 years into the future.
For this Comprehensive Plan update, Edgewater is anticipating a re-evaluation of the existing plan's vision, goals, policies, and creation of an implementation strategy, to reflect changing demographic and socio-economic conditions, shifting economic and development trends, and changing community values and priorities.
In an effort to maintain the city's high quality of life and unique character as a neighborly / hometown community within the Denver Front Range region, this update will become a critical living document for day-to-day planning and budgetary guidance. Additionally, the plan update will need to be coordinated with regional plans and investments.
The process and final recommendations related to this plan update should consider the following RFP goals important to the City of Edgewater:
Scope of Work / Anticipated Deliverables
The scope of services should incorporate the functions listed below and provide a detailed outline of the project process, a project schedule/timeline, a description of project expenditures by task, and which person/firm(s) or City staff would complete each task. The functions below are not displayed in order of priority or suggested process/timeline. Please note, Edgewater's Planning and Zoning Commission will oversee this project.
Final Comprehensive Plan. The Consultant shall prepare a final draft of the proposed comprehensive plan for public hearing purposes. An executive summary shall be produced explaining the final drafts and rationale behind the proposed changes.

Timeline: The City hopes to complete the planning process within an approximate 12 month period, with final plan completion by the fourth quarter of 2023. The proposals should include a timeline from the initial contract date to completion.
Selection and Award Schedule
Proposals should include a letter of interest and will be evaluated not only on past experience for the type of work, but also on the firm's ability to successfully complete the project. Proposals will be screened in accordance with C.R.S. 24-30-1403. The City of Edgewater will review proposals and will evaluate them utilizing the following factors:
RFP Response/Material Ownership: Except to the extent generally available to the public, all newly created material submitted responding to this RFP, shall become the property of the City of Edgewater. Likewise, materials created for the project shall be considered work-for-hire under the terms of the contract.
Responsibility Determination & Negotiations: The City of Edgewater will make awards only to responsible vendors, and reserves the right to negotiate the terms of an award with any responsible vendor or to cancel this RFP.
