FOR A COMPREHENSIVE UPDATE OF THE LAND USE CODE

AND CORTEZ HOUSING POLICIES

FOR THE CITY OF CORTEZ, CO

The City of Cortez invites proposals from experienced and qualified professionals to prepare revisions to the City of Cortez Land Use Code ("LUC"), to prepare an updated zoning map, and make affordable housing policy recommendations for the City. The updated LUC must be customized to unique attributes of the City and reflect the City of Cortez Comprehensive Plan.

Community Profile:

Located in the southwest corner of Colorado, Cortez is a home rule city of approximately 8,900 people. Cortez is the largest city in, and county seat of, Montezuma County. Residents enjoy access to the San Juan National Forest, myriad outdoor recreation opportunities, and the serenity of the high desert and American West. The city is at the confluence of U.S. Highways 160 and 491, as well as State Highway 145, and is a Colorado entry point for Arizona, New Mexico, and Utah. The area around Cortez is home to some of the most spectacular archeological sites in the country, with Mesa Verde National Park, a world heritage site, only 9 miles away, Canyons of the Ancients National Monument only 11 miles away, and Hovenweep National Monument 45 miles away. Cortez serves as a regional hub for the Four Corners area for shopping, medical care, housing, education, employment, and air transportation. Health care and social assistance comprise the largest employment sectors, followed by retail, accommodation and food services, construction, and public administration.

Project Goals:

  • Updating the City's regulations to better reflect the goals and policies described in the Comprehensive Plan and the City's identified rural community values.
  • Achieving a higher level of efficiency, consistency, and simplicity.
  • Identifying constraints and opportunities for affordable/attainable housing, consistent with industry best practices, and with criteria identified in the City's Comprehensive Plan and ongoing Housing Needs Assessment Project.
