Comprehensive Development Impact Fee and Nexus Study RFP

The City of Commerce ("City") is requesting proposals from qualified organizations to assist the City in the Comprehensive Development Impact Fee Update and Nexus Study.

The purpose of this project is twofold: 1. to ensure that the City of Commerce is accurately accounting for the true cost of providing services within City operations and that fees for service reflect those costs. It is the City's goal to have a documented and defensible cost of service plan that will identify rates that can be used to recover billable hourly costs for service and develop user fees. 2. Develop impact fees (DIF) for separate categories.

As a result, the City of Commerce seeks a consultant to work with the City to update the service fees and also establish formal fees for services that are not being assessed. The City will also look to combine several or possibly all of the impact fees into a new City of Commerce Comprehensive Development Impact Fee (DIF), with separate categories for Streets/Transportation/Traffic, Sheriff, Fire, Housing, Parks and Open Space, and Other Public Improvements.

The City seeks a Consultant who can assist in preparing the required analysis and studies necessary to adopt the DIF by February 2017. Much of the groundwork for the DIF has been or will be completed early on in the project timeline.

The Consultant will join an existing inter-departmental team comprised of City staff from Public Works, Community Development, Finance, Recreation and Park, and Library Departments, and the City Manager’s Office (City Team).
