The purpose of this Request for Proposal (RFP) is to award a contract to a qualified organization for the ongoing management of a Trap, Neuter and Return Program for community cats. The initial year of the contract will be performed as a Pilot Project in order to fully evaluate the benefits and successes of the program. Based on the initial year’s performance, the City will determine if the program should be continued. The Trap, Neuter and Return (TNR) program will be utilized to assist neighborhood and business communities in Tempe to humanely manage community cats. According to the Humane Society of the United States (HSUS), this type of program helps stabilize the population of cat colonies and, over time, reduces them. Nuisance behaviors such as spraying, excessive noisemaking and fighting are largely eliminated by neutering and no additional kittens are born. By reducing the population, cats will naturally have more space, shelter, more food and fewer risks of disease.
