This Request for Information (RFI) / Sources Sought (SS) Notice is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of Walter Reed Army Institute of Research (WRAIR) or the U.S. Army Medical Research Acquisition Activity (USAMRAA).

This requirement is a follow-on to a previously awarded contract, W81XWH-15-P-0339 awarded to the University of Notre Dame, Office of Research, on 25 August 2015, under NAICS 541712.

This requirement is for the procurement of technical expertise necessary to investigate cognitive process markers underlying stress-related manifestation of symptoms, as well as the efficacy of methods designed to target modification of these markers in a resilience-promoting fashion. The Contractor shall conduct a series of studies that specifically target cognitive processes and their modification their association with stress-related symptoms using a combination of laboratory and field studies. Data derived from these studies will be analyzed to determine whether these markers predict symptoms responses to stress, and whether modification of identified markers can be used to mitigate stress-related symptom manifestation. Finally, tools that show efficacy in these preliminary studies will be provided to the Army for testing among Soldiers in operational units. The work for this requirement will be performed at the Contractor's site.

No reimbursement will be made of any costs to provide information in response to this announcement or any follow up information requests. Availability of any formal solicitation will be announced under a separate announcement.
