Summary:

Jackson County Parks (JCP) is offering a Request for Proposal (RFP) for removal of concrete slab and footings along the shores of Clark Lake, within the Clark Lake County Park, along with necessary restoration work. The project is being funded through Jackson County Parks Department.

Scope of services:

Jackson County Parks Department is seeking proposals from experienced and qualified Contractors with proven expertise in the scope of work provided.

• Contractor is expected to supply all necessary labor, equipment, supplies, soils, permits and testing required to complete the project per plans and in a timely and professional manner.

• Removal of existing concrete footings and concrete slab.

• Appropriate disposal off site of materials removed during project.

• Restoration of work area and affected areas to specified conditions.

• Please see detailed plans for specific information.

• All work is to be in accordance with Jackson County Health Department (JCHD) and Environmental, Great Lakes and Energy (EGLE) regulations and permitting.

• Note: Contractor is responsible for verification of measurements and quantities prior to bid submission.

Minimum qualifications:

• Contractor will be properly licensed, insured and a business in good financial standing.

• Minimum 5 years’ experience with similarly scoped projects.

• Selected contractor will be responsible for supplying licensing and insurance documentation, if requested by JCP.

• Complete the requested documentation, in its’ entirety. Failure to submit completed forms may result in disqualification of proposal.

Bid Submission:

• Bids submitted to Jack McCloughan at jmccloughan@mijackson.org with subject line titled ‘RFP for concrete footing and slab removal’ by 12:00 pm, March 27, 2024.

• Submitted bids must include response pages # 1, 2, 3 completed in entirety. Failure to submit incomplete bid pages may result in bid disqualification.

Contractor Responsibility

1. Contractor is responsible for necessary labor, equipment, materials, transportation, and all necessary costs required to complete listed scope of work in its’ entirety. Costs incurred in the preparation and submission of this bid are the sole responsibility of the contractor.

2. Contractor is responsible for review and understanding of plans and specs for project. Field verification of measurements, quantities, etc. are the responsibility of the Contractor.

3. Any substitutions or changes in specifications must be approved by JCP prior to bid submission.

4. Contractor is responsible for any necessary safety measures, signage, fencing for worksite to ensure safety of employees and public in general of work site and associated areas.

5. Underground locating of utilities is the responsibility of the contractor.

6. Acquisition and adherence to, of necessary Soil Erosion permitting through Jackson County Health Dept. prior to any work commencing. Copy of SESC should be sent to JCP.

7. Adherence to all EGLE permits and stipulations, including, but not limited to turbidity curtains.

a. NOTE- EGLE permitting acquisition will be responsibility of JCP.

8. Contractor shall hold and maintain all necessary licenses and insurance throughout project duration.

9. It is expected that once work commences, the contractor will be on site, working daily to complete the project in as timely of a manner as possible.

10. Completion in entirety of requested documents attached to this RFQ.

Evaluation of Bid:

All bids must be submitted and completed in full on the supplied bid forms along with company information and history forms attached to this RFQ. Incomplete forms or bids submitted in an alternate form may result in proposal being disqualified.

JCP evaluation process will be done with the intention of awarding the contract to the highest qualified contractor that offers the greatest value to the County of Jackson. ??- Per Jackson County purchasing policies,

JCP will select the bid that is in the best interest of the County. Low bidder is not guaranteed to be the selected contractor.

JCP reserves the right to accept offered alternate cost reduction methods, with proper approval. Original bid must be based on listed specs, with possible cost saving proposals submitted separately.

JCP reserves the right to contact and have conversation with any bidder to clarify any portion of submitted bid, confirm history, experience and references.

JCP reserves the right to reject any and all bids submitted at their discretion.

Timeline and ability to complete project in timely manner will contribute to contractor selection.

JCP will evaluate all responses based on the following criteria: (may want to remove altogether or change per project)

A. 40% - Total price of project

B. 40%- Experience and references in projects of similar scope

C. 10%- Offered project timeline and ability to complete required schedule.

A submitted bid may not be withdrawn after the submission deadline.

-Pricing:

1. Pricing submitted is expected to remain in contact through duration of project.

2. Bidders shall supply total project price on supplied documents.

3. Alternates, both mandatory and optional are to be included on pricing page.

4. JCP reserves the right to enter final negations and cost saving proposals with selected contractor.

5. JCP is tax exempt, and as such, taxes shall not be included in final pricing.

6. Any change orders or changes to specifications shall be done in writing and with prior approval by JCP.

Awarding of bid and project completion

-Award process:

1. Evaluation of proposals by JCP staff or their designees.

2. The preference of JCP is to award the project to one contractor for the entire scope of work, however, reserves the right to award portions of RFP to multiple contractor

3. County reserves right to reject any and all bids submitted.

4. Recommendations to necessary committees and boards.

5. Final approval of selected contractor by necessary board/committee.

6. Upon selection, award of contract will be completed. As a portion of contractual requirements, proof of current insurance, licensing, or other documentation may be required. At owners’ expense, insurance Certificate of Coverage, naming Jackson County will be required.

-Project Commencement and Completion:

1. Project to commence ASAP (per permitting), and be completed no later than April 22, 2024. Necessary testing and equipment or material staging may be permitted with prior written permission.

2. Work to be performed during normal business hours, unless otherwise approved by JCP.

3. Project completion is determined to be when scope of work is completed in its’ entirety, including necessary test, inspections and permit completions.

4. Contractor is responsible to maintain a safe and clean work area, as well as maintain professional appearance and behavior while on job site.

5. Failure to complete project or portions of project by stipulated date may result in liquidated damages in the amount of up to $500- per day.

-Invoicing:

1. Proper invoice submission to the County will be required; including PO number, company name and address on official company document.

a. JCP is a tax exempt organization. No taxes should appear on invoicing. Tax exempt information will be supplied upon request.

2. Along with proper invoice, as-built drawings, material specifications, warranty information, necessary training, and other necessary documents may be required prior to final payment being issued.

3. Upon satisfactory completion of project and necessary inspections payment will be made within 30 days of invoiced date.
