SECTION 1: INSTRUCTIONS TO FIRMS/GENERAL INFORMATION
The City of New Britain, on behalf of the School Building Committee, is charged
with the responsibility of administering the Chamberlain School Renovation Project
(Project). The New Britain School Building Committee must comply with procuring
professional services in conformance with related State of Connecticut and City of
New Britain laws and regulations.
I. PROJECT INFORMATION
A. Project Location - The project is located at 120 Newington Ave, New Britain,
Site Size: The site is approximately 7 acres.
B. Building Size and Capacity - The existing elementary school building is
approximately 88,400 square feet with 450 students. This project includes the
construction of additions approximately 16,590 square feet.
C. Construction Budget - The construction budget is approximately $39 million.
D. Project Budget - The project budget is $49,000,000.00.
E. Design and Construction Schedule - Architect is Kaestle Boos
Design Phase: July 2020 – May 2021.
Construction Phase: June 2021 – TBD by CM
F. General Information – Chamberlain School was constructed in 1952 with
additions and renovations in 1997. The proposed project scope includes a
“renovate as new” to the entire existing building. There will be approximately
16,590 square feet of new space construction and site improvements. Also
included will be improvements to swing space at Sacred Heart School.
II. SCOPE OF WORK
The City will be using a Construction Management as Advisor (Modified) for this
project. The modification to the AIA Document A134-2009 CMa shall be the
Construction Manager (Modified) shall hold all the subcontractors contracts and
make payments to all Subcontractors. The Construction Manager (Modified) will
be expected to provide pre-construction and construction services in accordance
with AIA Document A134-2009. The City of New Britain reserves the right to
amend this document.
B. SUBMISSION OF PROPOSALS
This Request for Qualifications may be requested from the Consolidated School
District of New Britain on or after Friday, July 24, 2020 by contacting Helen

found on the State of Connecticut BIZNET website.
All sealed RFQ’s must be received no later than 10:00 a.m. on Friday, August 7,
2020. Due to COVID-19 emailed RFQ’s will be accepted by email to

C. MANDATORY SUBMISSION REQUIREMENTS
Each respondent must include with its submission:
1. Cover Letter / Executive Summary – identifying the firm, the name of the
firm’s representative, and his/her contact information (including phone, fax
and email). Summarize your submission and explain why your firm should be
chosen for this project.
2. Company Information – Describe your firm along with its history, years
under current name, services, personnel, etc. DAS Qualification Required.
3. Public School Experience
A. Similar Experience and References – Describe similar school projects
your firm has completed as Construction Manager (Modified) as advisor
within the last ten years giving the name of the project, owner, architect,
contract amount, percent complete and scheduled completion date.
Minimum Qualifications: Projects listed must show that the respondent
has successfully completed:
a. Within the last seven (7) years, two (2) “Renovate As New” (as
defined in CGS 10-282) public schools funded by the State of
Connecticut Department of Education with multiple phases of similar
nature to the proposed Chamberlain School project with a construction
budget of at least $25 million.
b. Provide one Connecticut public school facility with at least 75,000
square feet of useable area.
c. Recent projects showing experience and knowledge of working with
the Connecticut Department of Education, Bureau of School Facilities,
in assisting the Owner in obtaining maximum reimbursement for their
school project. This will include experience of the work normally
expected of a Construction Manager in submission requirements for
Plan Completion Test, Change Orders and closeout and audit of a
Connecticut school building project.
NOTE: A respondent whose response does not comply with each
and every one of the Minimum Qualifications may be
deemed as unresponsive which will result in the
submission being rejected.
D. QUESTIONS AND ANSWERS ABOUT RFQ
It is the responsibility of the respondent to inquire about additional
information or clarification as to any aspect of the RFQ by submitting
Questions regarding this RFQ should be submitted in writing via email to:

Due to time constraints, no questions will be entertained after 12:00 noon on
Tuesday August 4, 2020. Questions and answers will be made available via
email to all firms who have requested the RFQ information by noon
Wednesday, August 5, 2020.
All respondents are obligated to become familiar with such questions and
answers and to submit or revise their responses accordingly. The City
assumes no responsibility for a respondent’s failure to read questions and
answers and to revise their responses accordingly.
The Chamberlain School Building Committee will request the
Construction Managers to break out as many sub-contractor bid
packages as possible, no less than 15. Please provide in your RFQ
response the number of bid packages your firm would recommend we use
for this project.
E. PROPERTY OF CITY OF NEW BRITAIN
Any information or materials submitted as a response to this RFQ shall
become the property of the City and will not be returned. All submitted
materials will be available for public review.
F. FORM OF AGREEMENT
AIA Document A134-2009 CMa modified. The modification to the AIA
Document A134-2009 CMa shall be the Construction Manager (Modified)
shall hold all the subcontractors contracts and make payments to all
G. RESPONSE TO REQUEST FOR QUALIFICATIONS
Respondents wishing to respond to this RFQ may contact only the person(s)
identified herein. NO DIRECT OR INDIRECT CONTACT WITH
SELECTION PANEL MEMBERS IS ALLOWED AND ANY SUCH
CONTRACT WILL BE GROUNDS FOR IMMEDIATELY REJECTION OF
A RESPONDENT’S QUALIFIACTIONS AND OTHER REMEDIES.
H. INSURANCE REQUIREMENTS
Insurance – Include a Certificate of Insurance showing evidence of
compliance with the following requirements:
a. Commercial General Liability Insurance – Contractor shall provide a
commercial general liability insurance policy that includes products,
operations and completed operations. Limits should be at least: Bodily
injury and property damage with an occurrence limits of $1,000,000 per
occurrence; General aggregate limit of $2,000,000 (other than products
and completed operations); Products and completed operations aggregate
limit of $2,000,000. Such coverage will be primary and shall not
contribute in any way to any insurance or self insured retention carried by
the City. Such insurance shall contain coverage for independent
contactors, subcontractors and sub consultants of the Construction
Manager. Such insurance shall contain contractual liability coverage for
liability assumed under an insured contract (including the tort liability of
another assumed in a business contract).
b. Commercial Automobile Liability Insurance – the Construction
Manager shall provide Commercial Automobile Liability insurance with a
