NOTICE AND CALL FOR BID

CITY OF GREEN RIVER WASTEWATER TREATMENT PLANT REPLACEMENT FACILITY PROJECT

Contractors are invited to bid on a general contract for the Green River Wastewater Treatment Plant (WWTP) Replacement Project in Sweetwater County, Wyoming. The Contract provides for replacement of the existing treatment facility. The new facility will consist of: an administration building, a Process Building with influent screens and pumping, grit removal system, anaerobic basins, oxidation ditches, a Dewatering/UV Building with screw presses and ultraviolet disinfection, aerobic digesters, along with all concrete, equipment installation, mechanical, electrical, and instrumentation and control for a complete facility. The work also includes an effluent pipeline, upgrade of the electric service, and new gas, sewer and water service to the site.

Bids will be received by the City of Green River (the Owner) until 3:00 p.m., local time, January 19, 2023 at which time and place all bids in hand will be publicly opened and read. Bids received after this time will not be accepted. Bids will be received at the following location:

Copies of the Bid Documents may be obtained for bidding purposes from the City’s website for $15. (QuestCDN Project Number 8352288 .) The cost of the Bid Documents is non-refundable.

A mandatory pre-bid conference will be held at 1:30 PM local time, December 21, 2022 at the existing City of Green River Public Works Building (325 East Teton Blvd.) Due to ongoing updates to local and statewide health orders, the Mandatory Pre-Bid Meeting may be attended virtually via Zoom. The Zoom meeting information will be emailed to plan holders who have downloaded the bidding documents prior to the scheduled meeting time. A Project Walk-Through, with appropriate social distancing, will be included as part of the Pre-Bid Meeting. Due to technology deficiencies, the Walk-Through will not be included in the Zoom Meeting. Potential bidders who attend the Pre-Bid Meeting virtually can schedule a Walk-through with City Staff.

No bid shall be awarded by the City until such time as the City has had sufficient time to study all bids to see that said bid will meet the standards as set out in the specifications.

All bids shall be accompanied by a Bid Bond in the amount of five (5) percent of the amount of bid. No checks will be accepted. Bid Bond must be issued in the name of the bidder. Successful bidder shall be required to provide Performance and Payment Bonds each in the total amount of the bid. NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BID BOND.

Bids shall be in accordance with the Bid Documents. Bids will be received on a lump sum basis.

Pursuant to W.S. 16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state".

Preference shall be given to Wyoming resident contractors as defined by Wyoming Statutes, Section 16-6-101, in accordance with the provisions of Section 16-6-102, and in accordance with the provisions of Section 16-6-103 with respect to limitations on nonresident subcontractors by a successful resident bidder. Proof of Wyoming Department of Employment certification of residency status, if applicable, must accompany the bid. All bids shall be subject to the Wyoming Preference Act of 1971, Wyoming Statutes, Section 16-6-201, et seq, regarding the employment of Wyoming laborers.

Qualified Disadvantaged Business Enterprises (DBE) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.

Completion time shall be as follows:

The Work shall be Substantially Completed on or before 608 (Six Hundred Eight) consecutive calendar days after the specified start date as identified in the NOTICE TO PROCEED, and completed and ready for final payment in accordance with the GENERAL CONDITIONS on or before 730 (Seven Hundred Thirty) days after NOTICE TO PROCEED.

The Owner reserves the right to reject any or all Bids and to waive irregularities therein, and all Bidders shall agree that such rejection shall be without liability on the part of the Owner for any damage or claim brought by any Bidder because of such rejections, nor shall the Bidders seek any recourse of any kind against the Owner because of such rejections. The filing of any Bid in response to this Notice and Call for Bid shall constitute an agreement of the Bidder to these conditions.
