CHINN REGIONAL SEWER IMPROVEMENTS
PROJECT NO. RV-0 (17-080)
Sealed proposals will be received at the office of the Portage County Director of Internal
Services, Portage County Administration Building, 449 South Meridian Street, Ravenna, Ohio,
until 2:30 PM on August 14, 2024, at which time and place the proposals will be opened and read
to the public in the lobby of the building entrance off Chestnut St.
Proposals will be received for the following items of work:
CHINN REGIONAL SEWER IMPROVEMENTS
The Contractor shall provide all labor, material, and equipment necessary for the construction of
a new centralized sewer system for the existing residential subdivisions located within Ravenna
Township, Portage County, State of Ohio. This work includes but is not limited to the
construction of 13,050 lineal feet of 8-inch diameter sanitary sewer, 3,500 lineal feet of 4-inch
diameter force main sanitary sewer, 1,850 lineal feet of 6-inch diameter force main sanitary
sewer, 56 sanitary manholes, 47 2-inch low pressure lateral service connections, 158 6-inch
gravity lateral service connections, 2 suction lift regional sanitary pump stations complete, 5,070
lineal feet of 12-inch storm sewer, 30 storm sewer catch basins, 4 storm sewer manholes, asphalt
roadway resurfacing and repairs, curbs and drive aprons.

$11,050,000.00
The Contractor shall familiarize himself with all of Section 20, including ‘Information and
Instructions to Bidders’ and ‘Special Construction Requirements’ prior to bidding.
Copies of the Plans and Specifications may be purchased from the office of AA Blueprint, 2527
Gilchrist Road, Akron, Ohio 44305, phone contact at 330-794-8803, at a non-refundable cost in
person or through the AA Blueprint Plan Room website located at https://www.aaplanroom.com.
The Plans and Specifications may be mailed out to a bidder through and by AA Blueprint. Contact
AA Blueprint for associated mailing costs.
All bids must be submitted on the bid forms included in the Contract Documents and returned
with the bid book in its entirety.
The Bid Guarantee is conditioned to provide that if the Bid is accepted and awarded, the Bidder
will enter into a contract with the County and will file a Performance Bond as required.
The Bidder to whom the Contract is awarded will be required to furnish a Performance Bond in the
sum of 100 percent of the Contract price for the faithful performance of the Contract. If the Bidder
selects "Bid Guarantee" Option A, the Bidder may use this Bond as the Performance Bond.
Each Proposal must contain the full name of the party or parties submitting the documentation and
all persons interested therein. Each Bidder must submit evidence of its experiences on projects of
similar size and complexity. The bidder shall purchase the plans and a contract book to become a
qualified participant before final bid submittal. All questions shall be directed to the Portage
County Water Resources Department at 330-297-3670. The Owner intends and requires that the
project be completed no later than seven hundred and thirty (730) calendar days after the "Notice
to Proceed" is issued and complete restoration within thirty (30) days thereafter. Each Proposal
must be sealed and marked “CHINN REGIONAL SEWER IMPROVEMENTS, Project No.
RV-0 (17-080)”.
Domestic Steel use requirements as specified in section 153.011 of the revised code apply to this
project. Copies of section 153.011 of the revised code can be obtained from any of the offices of
the Ohio Department of Administrative Services.
All contractors and subcontractors involved with the project will to the extent practicable use Ohio
products, materials, services, and labor in the implementation of their project.
Additionally, contractor compliance with the equal employment opportunity requirements of Ohio
Administrative Code Chapter 123 is required.
This project will be funded by the Water Pollution Control Loan Fund Program as administered
by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
The Contractor shall note that there are Disadvantaged Business Enterprise participation goals for
this project.
This procurement is subject to the EPA policy on encouraging the participation of small business
in rural areas (SBRAs).
The Portage County Commissioners reserve the right to waive any informality or to reject any and
all bids.
