The City of Panama City will accept sealed bids for Chemical Treatment for City Parks
at the Purchasing Office until 2:30 p.m., CST, on Thursday March 11, 2021. The

March 11th, 2021, at which time all bids will be opened and read aloud. Please review

I. GENERAL CONDITIONS
A. The purpose of this bid is to establish a firm, fixed price for Chemical Treatment
of City Parks in accordance with the purchasing policies of the City of Panama
City, Florida. Please review all documents before submitting the requested
information.
B. Submit bids in person at the Purchasing Department at 501 Harrison Ave,
Panama City, Florida 32401, or via U. S. mail or courier service. Bids must be
plainly marked, “BID NO. PC 21-014 ~ CHEMICAL TREATMENT FOR CITY PARKS
MARCH 11TH, 2021”. Only bids submitted on the Bid Sheet provided with this
invitation will be considered responsive. The purchasing staff must receive all
bids before 2:30 p.m., CST, on Thursday, March 11th, 2021, at which time all
bids will be opened and read aloud. Bids received after the stated time will be
refused. It is the sole responsibility of the bidder to ensure the bid is received on
time. The clock in the Purchasing Office will determine the bid closing time.
C. Submit one (1) original and one (1) copy of all documents.
D. Specifications are open to public inspection and may be obtained from the
Purchasing Department, 501 Harrison Ave, Panama City, Florida, telephone
(850) 872-3070, or our website www.pcgov.org.
E. The City of Panama City (hereafter referred to as the “City”) reserves the right to
reject any one or all bids, or any part of any bid, to waive any informality in any
bid, and to award a contract deemed to be in the best interest of the City.
F. In the event a brand name is specified, that brand or an approved equivalent will
be considered, unless otherwise noted. Brand names, makes, and model
numbers contained herein are for reference only in regards to type, level of
quality, and durability that the City will accept as a minimum.
G. Bidders shall strictly adhere to all specifications described herein. Should
exceptions be taken, the City’s representatives will decide if the exceptions are in
the best interest of the City and if those exceptions will provide for a quality
product.
H. Direct all questions or inquiries regarding the meaning or interpretation of this bid
in writing to Steven Lewis at slewis@pcgov.org. All written inquiries and
responses will be submitted as addenda and posted on the City’s website.
Interested parties are encouraged to register with “Notify Me” at the City’s
website to ensure notification of postings. It is the sole responsibility of the bidder
to determine if any addenda have been issued. The deadline for submitting
questions regarding Bid PC21-014 is Thursday March 4th 2021 by 5:00PM

I. Contact with other City officials or employees for the purpose of inquiries
regarding the meaning or interpretation of these specifications shall be grounds
for disqualification.
J. The City of Panama City does not discriminate on the basis of race, color,
national origin, sex, age, disability, family, or religious status in administration of
its programs, activities, or services.
K. A person or affiliate who has been placed on the convicted vendor list following a
conviction for a public entity crime may not submit a bid on a contract to provide
any goods or services to a public entity, may not submit a bid on a contract with a
public entity for the construction or repair of a public building or public work, may
not submit bids on leases of real property to a public entity, may not be awarded
or perform work as a contractor, supplier, subcontractor, or consultant under a
contract with any public entity, and may not transact business with any public
entity in excess of the threshold amount provided in Section 287.017, for
category two for a period of 36 months from the date of being placed on the
convicted vendor list.
II. TERMS OF CONTRACT
A. The terms of this contract will be for a period of two (2) years with two (1) one-
year options to extend at the original contract price, if agreeable to all parties.
B. The successful bidder (hereinafter referred to as “Contractor”) shall be deemed
an independent contractor as to all work required and not an agent or servant in
the employ of the City.
C. The terms and conditions in these specifications constitute the entire agreement
between the City and the Contractor. No separate contract or other documents
describing terms and conditions of service will be executed by the City.
D. It is agreed that the City may terminate this agreement at any time for cause, and
may terminate the agreement with or without cause by giving at least thirty (30)
days prior written notice to Contractor. The Contractor may terminate this
agreement at any time by giving ninety (90) days prior written notice to the City.
E. All personnel furnished will be employees of the Contractor. All employees must
meet the requirements of the State of Florida and the Federal Fair Labor laws.
The Contractor will pay salaries and all related employment expenses for said
personnel.
F. Without limiting the responsibility of the Contractor for the proper conduct of its
personnel, the City reserves the right to request a change in personnel if their
behavior is deemed inappropriate.
G. Submit invoices for services rendered under this contract monthly. Specify the
amounts due for each facility covered by this contract.

III. SCOPE OF SERVICES
SPECIFICATIONS
A. It is the intent of these specifications to describe the minimum requirements for Chemical
Treatments for City Parks, in accordance with the purchasing policies of the City of
Panama City, Florida. All specifications described herein are tasks to be performed and
parts to be replaced on each piece of equipment.
B. For each item, place an “X” in the appropriate space to signify if you are in complete
compliance with the specification. In the event a brand name is specified, any approved
equivalent may be substituted. Include a list with your bid showing all exceptions with the
corresponding section and item number. Failure to follow the format or answer the
specification may cause your proposal to be disqualified. Should exceptions be taken, the
City’s representatives will decide if the exceptions are in the best interest of the City and if
those will still provide for a quality product.
AL HELMS DOG PARK
Contractor shall provide chemicals and labor to complete monthly treatment to include weed
and insect control. Contractor is to spray herbicide within the large and small dog parks,
around the pavilion area and the common area leading to the dog parks.
1. PESTICIDE CONTROL
Contractor shall be a commercially licensed pest control operator or subcontract such
work out to a commercially licensed pest control operator. All herbicides, pesticides,
fungicides and other lawn applied chemicals will be applied by licensed professionals. If
contractor chooses to perform this work in-house, submit as part of the contract the
names and certifications of technicians who will be applying chemical. Please see the
attached schedule for type and frequency of applications. The City is open to discuss
any changes to the proposed application schedule should the contractor deem it
necessary to the health of the turf or beds in question.
2. SPECIFIC PROGRAM
A. MARCH - MAY
Insect Control: Apply pesticide to eradicate fire ants before ball field activities start.
Weed Control: Apply pre-emergence herbicides in May as needed to control
summer annual and broad leaf weeds. Be sure the product is labeled for use on
zoysia grass. Apply post emergence herbicides when weeds are present, and at
least three weeks after the lawn greens up.
B. JUNE - AUGUST

Insect Control: August is the best time to control white grubs because they are
small and close to the surface. Mole crickets will begin to hatch in June. Continue to
eradicate ant beds.
Weed Control: Apply post emergence herbicides as needed to control summer
annual and perennial weeds.
C. SEPTEMBER – NOVEMBER
Insect Control: Continue to monitor and control if necessary.
Weed Control: Apply pre-emergence or post emergence herbicides as needed to
control winter annual and perennial broadleaf weeds. Pre-emergence herbicides do
not control existing perennial weeds. Apply post emergence herbicides only when
weeds are present. Do not apply herbicides designed to control bluegrass if the lawn
is to be over-seeded with ryegrass. Coordinate with the City to ensure irrigation
program conforms to chemical treatment schedule and needs.
D. DECEMBER - FEBRUARY
Weed Control: Apply broadleaf herbicides as needed to control winter weeds.
Selective herbicides can be applied in November or December to turf that has not
been over-seeded to control annual bluegrass and on a contractor recommended
time frame for several other winter annual broadleaf weeds. Coordinate with the City
to ensure irrigation program conforms to chemical treatment schedule and needs.
