Location Where Work Will Be Performed: On I-81 and I-64 in Augusta, Rockbridge, and Alleghany Counties in the
Staunton District to include all on and off ramps up to the intersection of non-interstate route(s) pavement edge. See
Attachment A for specific routes and lane miles.
Initial Period of Contract: Two (2) years, with Four (4) optional Two (2) year renewal periods.
Mandatory Pre-Proposal Teleconference: Refer to Section 9.63 for more details. The Coronavirus has continued to
grow in seriousness and is impacting organizations across the Commonwealth and throughout the world. The CDC has
declared the COVID-19 an international pandemic and have highlighted the potential impact of the disease. Even though
the risk of infection is relatively low, it is important to recognize the risk and prepare. While we appreciate the outpouring
of interest in this event, the health and well-being of our clients, partners, and employees is our primary concern. In light
of this, VDOT is following the Governor's Declaration of Emergency and providing teleconference options in lieu of an
in-person meeting. Please utilize the following conference information to access the (Pre-Proposal Conference) on July

DEFINITIONS:
Whenever used in this solicitation or in the contract documents, the following terms have the meanings
indicated, which are applicable to both the singular and plural and the male and female gender thereof:
1. Asphalt Concrete Pavements (or Flexible Pavements): Flexible VDOT approved materials
engineered and constructed to provide a smooth, safe and durable surface for roadways.
2. Asset Group: A Contract prescribed group of common Asset Items that will be measured for the
purpose of Contractor performance.
3. Asset Item: A Contract prescribed service, or individual highway item requiring Contract prescribed
maintenance service, or other work to be performed in accordance with the Contract.
4. Brush and Trees: Brush and Trees consists of planted or volunteer growth within the right of way.
This growth may grow profusely causing sight problems near, off, or on ramps, interchanges, and
around signs.
5. Clear Zone: A traversable area that starts at the edge of the traffic lane, includes the shoulder, and
extends laterally a sufficient distance to allow a driver to stop or return to the road before
encountering a hazard or overturning.
6. Concrete Barriers: Pre-cast and cast-in-place walls that are commonly installed in highway medians to
separate traffic.
7. Concrete Pavements (or Hydraulic Cement or Portland Cement Concrete): Rigid VDOT approved
materials engineered and constructed to provide a smooth, safe and durable surface for roadways.
8. Contract Administrator: The VDOT employee responsible for the management and administration of
all facets of the Contract who has been properly delegated by the Procurement office to assure the
Contractor’s total performance is in accordance with the contractual commitments and the obligations
of the Contractor under the terms and conditions of the Contract.
9. Contract Start Date: The date the Contractor shall start performing the Scope of Services defined in the
Contract.
10. Contractor: The individual or firm that has entered into the Contract to provide services to VDOT,
inclusive of its personnel, employees and subcontractors.
11. County Maintenance Area: A geographical area of Contract service responsibility.

12. Crossovers / Police Parking Locations: Open (signed) or closed (chained) locations normally in
the highway medians constructed between exit interchange, providing staging areas of emergency
access to the roadway for authorized vehicles.
13. Curb and Gutter, Curb or Raised Concrete Median: Channeling devices to minimize erosion by
routing runoff water to an inlet. These channeling devices generally consist of Portland cement
concrete, cut stone, asphalt concrete as well as other VDOT approved configurations.
14. Day: Unless otherwise stated, a calendar day.
15. Debris: Any item(s) such as tires, tire carcass(es), bag(s) of garbage, treads, sticks, lumber, boxes-
plastic-cardboard-or other material of construction, ladders, coolers, couches, chairs, sofas, beds,
mattresses, buckets, sand, gravel, broken pavement markers, plastic sheeting, do we need to go on?
And similar solid foreign materials that are of any size that may cause a motorist to swerve or may
cause damage when hit or thrown by a vehicle as a projectile.
16. Deck: That traveled portion of a bridge that provides support and a travel surface for vehicular and
pedestrian traffic.
17. Distressed Asphalt (Flexible or Rigid): An area of moderately or severely spalled interconnected
cracks forming a complete pattern; pieces may be missing or may move when subjected to traffic;
cracks may be sealed; Troughing and/or Pumping may be evident.
18. Emergency Response Plan A planned work response and the manner in which the Contractor shall
conduct and achieve Contract performance and provide required safety measures to all weather and
non-weather related Incidents such as accidents, incidents, flooding, downed trees, sink-holes, forest
fires, mudslides, tornadoes, hurricanes, snow.
19. Emergency Response: The Contractor’s response to an unpredicted or predicted event or crisis that
must be dealt with urgently under the Contract and requires the Contractor to act or react Immediately
twenty-four (24) hours a day, seven (7) days a week including holidays in order to ensure safe and
optimized travel for the traveling public on the highway as originally designed and configured.
20. Fencing: Chain link, wooden, farm, and other material that is located along the highway right of way
constructed and installed to deter access of vehicles, pedestrians, and animals onto the highway. To
include Flood Gating systems.
21. Graffiti: Any language, symbol, pictures or markings whether painted, chalked, etc.
on any structures or roadway which is otherwise visible within the right-of-way. Survey and
engineering markings will not be considered graffiti.
22. Guardrail: A safety barrier constructed of w-rail, tubular, ribbon, cable, and other material types,
including high-tension cable barrier, located along the roadway.
