Description

The Contractor shall furnish the necessary personnel, material, equipment and services and facilities (except as otherwise specified) to perform the Statement of Work included herein. The Contractor shall perform work under this contract only as directed in Task Orders issued by the Contracting Officer.



This scope covers a base period not to exceed 365 calendar days from date of contract award with options for four (4) additional years or until maximum quantity is reached. The maximum quantity for this five-year contract is not to exceed $75,000,000. A maximum quantity is not specified by year, however, for proposal and evaluation purposes, an even distribution is assumed. The Contractor shall provide the following services for activities under the jurisdiction of NAVFAC SW as directed by the Contracting Officer.



All work shall be in accordance with the provisions of this scope as amended by the scope of work provided in each Task Order (TO). Primary technical services shall be performed by licensed members of architectural and engineering firms performing professional services, and individuals in their employ, including those who are recognized as consultants in their respective scientific or technical field. The contractor shall be capable of addressing and interpreting all aspects of environmental laws and regulations, including the preparation and presentation of expert testimony if required. The Contractor shall coordinate with NAVFAC SW and the Navy/Marine Corps customers to achieve compliance with environmental laws and regulations, and provide assistance with outreach efforts to stakeholders and regulatory agencies. All work shall be in accordance with OPNAV 5090, MCO 5090.2, and all other appropriate Federal, State, and local laws and regulations. Sustainable business practices are an important aspect of this contract and will be incorporated in individual TOs as appropriate. Task Orders will consist of the following types of services:



Environmental A-E Services



The Contractor shall provide a full range of A-E environmental engineering and scientific or technical management services necessary to implement the environmental restoration program and similar media requirements for other Navy environmental programs. These efforts include, but are not limited to, the following: studies, investigations, evaluations, consultations, conceptual design, value engineering, risk assessments, pilot or treatability projects to demonstrate innovative technologies, and operation, monitoring and optimization of environmental treatment or control systems. The Contactor shall also provide engineering services related to either continuation of existing environmental restoration projects or the implementation of new environmental restoration projects.
