SECTION I. GENERAL OVERVIEW
1. The Ohio Department of Transportation (ODOT) is requesting Request for Proposal
(RFP) submissions from entities to administer a project to train, license and obtain gainful
employment through a Commercial Driver’s License (CDL) Program. This program is federally
funded by the Federal Highway Administration (FHWA), and the Catalog of Federal Domestic
Assistance (CFDA) number is 20.205.
The work performed under this project must be completed and invoiced by 6/30/2020.
SECTION II. SCOPE OF WORK & SPECIFICATIONS OF DELIVERABLES
2.0 It is the intent of the ODOT CDL program to award funding for up to seven suppliers who
can supplement their existing program(s). The goal of this program is to increase the number of
women, minority, veteran or economically disadvantaged individuals who hold Commercial
Driver’s Licenses in the State of Ohio. This program will strengthen the local economy by
ensuring companies in the field of transportation (construction industry) will have access to
qualified CDL holders. The ultimate goal of the program is to place the students (program
participants) in jobs once they receive the training and license.
The RFP response should be no more than five (5) pages in length
(exclusive of resumes and other attachments) and should detail how work
will be performed.
The last contract for this work had a budget of approximately $42,000. From
that budget the Proposers were able to train and facilitate the licensing of 7-
10 students. The Department anticipates that the awarded Proposers will
provide a similar number of trained and licensed students for a similar price.
Approximately 7 Contracts will be awarded with the intention of distributing
the work across the state.
Again, it is anticipated that each contract will be training approximately 7-10
students for approximately $42,000.
2.1 The requirements for the proposals are listed here:
2.1.1 Identification of Program Candidates: The selected Proposer will promote the CDL
program to local individuals who are interested in obtaining a Class A CDL, No Restrictions, with
Tanker Endorsement, who meet CDL requirements. Detail should be provided in the RFP
response that explains the plan for outreach to local neighborhoods and communities of women,
minorities, veterans, Appalachian, etc. Detail should also be included in the RFP response that
lists the number of trainees expected to recruit, train, and place in a job. Through the contract, it
is expected that the selected Proposer(s) meet and/or exceed the training/job attainment goal.
Additionally, if for some reason the number of trainees is deficient by the end of the contact,
ODOT will need a detailed explanation as to why the number of trainees/job attainment was
unable to be accomplished. Additionally, the RFP response should include creative ways to
remove barriers for unconventional individuals seeking a CDL. For example, what can ODOT
