I. PURPOSE:
The Virginia Department of Transportation (herein referred to as “VDOT”) is soliciting bids from qualified firms to
furnish and install New IP CCTV Traffic Cameras and required equipment on existing poles along with lowering
devices at select locations on Interstate, Primary and Secondary Roadways throughout the VDOT Northern Virginia
Region.
PERIOD OF CONTRACT: Six (6) Months from the date of award
II. QUESTIONS REGARDING THIS INVITATION FOR BID:
Any questions regarding this invitation for bid shall be addressed to Jason Bailey at Jason.Bailey@VDOT.virginia.gov.
The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters
raised. Provide questions by Close of Business July 24, 2020.
III. GENERAL:
For the purpose of clarification, each firm submitting a Bid is referred to as a “Bidder” and the Bidder awarded the
contract to supply the services is referred to as a “Contractor”. Virginia Department of Transportation is referred to
as “Department” or as “VDOT”, and “Representative” refers to the VDOT Contract Administrator who will be
administering the contract. This Invitation for Bids states the instructions for submitting bids, the procedure and
criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract
between VDOT and the Contractor.
IV. SPECIFICATIONS / CONTRACT REQUIREMENTS:
A. SPECIFICATIONS:
1. The Contractor shall furnish all labor, supervision, equipment, vehicles, traffic control, tools, cameras,
cable, materials, fasteners, attachments and any ancillary items to remove existing CCTV cameras and
furnish and install with new CCTV cameras, equipment and cabling at 150 VDOT Traffic Camera
Locations.
2. The Contractor shall install the new IP CCTV cameras utilizing existing infrastructure, i.e., CCTV camera
poles, mounts, lowering devices, conduits, and cabinets. Services are to be performed on Interstates, Primary
and Secondary roads in VDOT’s Northern Virginia Region to include Residencies within the counties of
Arlington, Fairfax, Loudoun, Prince William, Spotsylvania and Stafford.
3. The replacement CCTV camera equipment shall be in accordance with the VDOT Road and Bridge
Specifications, Section 803.03 and 803.04. The replacement equipment shall be brand name or VDOT
approved equivalent technology and features of the following:
Siqura Model PD910 - IP CCTV cameras and mounting hardware
Siquara Model POE-61W - POE Injector
Eaton Model ZB24597 - Surge Protection Device
Ethernet Lowering Device
The contractor shall submit catalog cuts and shop drawing for all material to VDOT for approval
with their bid response or within 24 hours of request from the Contract Officer.
4. Bid prices on all line items shall be the installed price to include all labor, materials, equipment, tools,
vehicles, traffic control, direct and indirect costs and overhead.

5. The replacement CCTV camera equipment shall have features matching the existing VDOT CCTV
cameras to include optical zoom of 40x, H.265, TACACS+ authentication for secure logon, user
authorization, and accounting.
6. The Contractor shall remove encoder, surge suppression, power supply, composite cable and any other
defunct CCTV equipment to modify, route and dress cables in the existing CCTV camera cabinets in a neat
workmanship like manner as needed to accommodate the replacement CCTV camera and communications
equipment.
7. Surge suppression devices and proper grounding shall be installed at all 150 CCTV replacement sites to
provide protection for all equipment.
B. COORDINATION WITH STATE FORCES
1. The Contractor shall provide all labor, supervision, materials, equipment, vehicles, traffic control, tools,
and ancillary items necessary to provide services for the installation of fully functional Traffic Camera
surveillance systems controllable from the McConnell Public Safety and Transportation Operations Center
(MPSTOC) ATMS.
2. The Contractor shall coordinate with the VDOT Contract Administrator, Leary Tomlin at
Leary.Tomlin@VDOT.Virginia.gov regarding camera configuration details, ATMS integration support, and
field test procedures. Contractor is responsible for setting all equipment in accordance with the NRO standard
CCTV configurations checklist.
3. The Contractor shall coordinate with the VDOT Network Operations Center (NOC) prior to performing all
CCTV camera replacements. The Contractor shall call the NOC at least one (1) hour before starting each
CCTV camera replacement, and immediately after each CCTV camera replacement is completed. The
Contractor shall provide NOC with the CCTV camera location, point of contacts, i.e., technician(s) names
and contact information and description of work being performed.
4. The Contractor shall configure the video image resolution, quality, and frame rate, campus, title, mask and
presets as directed by the Department to ensure uniform setting and adequate video image quality at
MPSTOC.
5. The Project will not be considered complete until the Contractor successfully demonstrates that each
camera is fully functional and communicating with MPSTOC VMS (Video Management System) and
ATMS over the existing ITS network and continues functioning and communicating for 30 consecutive
day without catastrophic failure in accordance with Road and Bridge specification 803.04 (f).
6. The Contractor shall submit within 10 days of award a complete schedule that includes dates, locations,
duration, equipment delivery lead time, work assignments, integration and testing prosecuted continuously.
Upon approval, VDOT will review all the work assignments on a weekly schedule until all camera
installations are complete.
7. The Contractor shall immediately notify the Department of any uncovered unusual damages or obstructions
during field visits or installation of new CCTV camera equipment including a mitigation plan.
8. The CCTV Analog Camera, Encoder, surge suppression devices, and power supplies removed during
installation shall be returned to VDOT. The Contractor shall return the salvaged equipment to the VDOT
Contract Administrator as spare assets within seven (7) calendar days of each IP CCTV camera replacement
and legally dispose of any other removed items.
9. Land Closure Advisory Management System (LCAMS): LCAMS is an automated lane closure

management system used for reducing work-zone incidents and maximizing roadway capacity. This is a
web-based program and access is granted upon completion of the required training.
a. The Contractor shall be required to input LCAMS information for all scheduled highway work zones
into the system on a weekly basis or as required and in accordance with the scheduling requirements.
Computer with e-mail capability and adequate staffing are required. Personnel must be able to understand
and complete the entries in the English language. No advanced computer skills are needed to use the
LCAMS system.
b. Training is usually held at the NOVA District Office IT Training room at 4975 Alliance Drive, Fairfax,
VA 22030. Please contact the LCAMS Administrator at 571-350-2078 to schedule training. Training is
from one (1) hour to two (2) hours duration. Other locations may be used as needed.
c. LCAMS training for contractor personnel may be completed following the issuance of the Notice of
Intent to Award but shall be completed prior to lane closure approvals. Training for additional staff may
be completed at any time during the contract term.
d. Regularly scheduled (non-emergency) work zones are to be entered by 12 Noon on the Wednesday the
week before the work is scheduled to start. Any conflicts with other roadway work must be resolved by
2 PM, on Thursday the week before the work is scheduled to begin, and the resolution sent to the point
of contact provided by the TOC Facility Manager.
e. Lane closures shall only be permitted per Attachment H, Lane Closure Guidelines.
C. PERSONNEL REQUIREMENTS:
1. The Contractor shall ensure all personnel preforming electronic or electrical work have adequate ITS
experience to include CCTV camera installation and integration experience.
D. EQUIPMENT AND VEHICLE REQUIREMENTS:
1. The Contractor shall furnish all equipment, tools, personal protective equipment, vehicles, traffic control,
operators, fuel, and transportation required to successfully and safely complete the tasks outlined in this
Contract.
2. All equipment and vehicles involved in the execution of work shall have properly identifying markings
such as magnetic decals with the company name and shall be equipped with high intensity amber strobe
lights as described in the 2011 Virginia Work Area Protection Manual Section 6F.92 (page 6F-62), located
at http://www.virginiadot.org/business/resources/const/2011_WAPM_Rev_1_Print.pdf. Warning lights on
vehicles shall be mounted as to be viewed 360 degrees and shall be high intensity amber rotating, oscillating
or strobe light or a combination thereof. Vehicles that do not meet these requirements will not be allowed
to be utilized in conjunction with this contract and a Procurement Complaint Form will be issued against
the Contractor.
3. The performance of the resultant Contract may require the Contractor to travel on toll roads. The
Contractor shall be responsible for any and all costs associated with tolls and EZ PASS during the
performance of the resultant contract. Tolls will not be reimbursable.
E. SAFETY REQUIREMENTS:
1. All work performed and materials used, unless otherwise noted in the bid documents, shall conform to the
2011, or the current edition, of the Virginia Work Area Protection Manual (VWAPM) and the current edition
of the VDOT Road and Bridge Specifications. A copy of this manual can be accessed at the following link:
