CARDEROCK/SCOTTS RUN SEWER REHABILITATION

PROJECT NO. WW-000026-004

Sealed bids are hereby solicited for construction of a rehabilitated sewer including bypass

pumping, manhole replacements, a potential pipe replacement section, cured in place

lining, coating of a siphon discharge chamber, and the addition of an odor control facility.

The construction of this project will require compliance with Fairfax County's Prevailing

Wage Ordinance (Ordinance). By submitting a bid, Bidder acknowledges and certifies

that their bid is in compliance with the Prevailing Wage Ordinance in Section 01025.

Only firms that have been pre-qualified will be eligible to submit bids for this

project. Bids received from those that have not been pre-qualified will not be

considered.

This is a lump sum price contract. Contract length is 240 calendar days.

Bids will be received in the office of the Director, Wastewater Design and Construction

Division, Department of Public Works and Environmental Services, 12000 Government

Center Parkway, Suite 463, Fairfax, Virginia until 11:00 a.m., prevailing local time,

Thursday February 9, 2023. Bids received after that time will not be accepted.

Bidders are encouraged to use the services of a delivery service provider to assure

entrance can be gained to the building for delivery. Bids received after that time will not

be accepted. Bids will be opened publicly and read aloud at 11:15 a.m., Thursday

February 9, 2023. The bid opening shall be conducted as a web-based meeting.

An in-person bid opening attendance option will be available in the 4th Floor Bid Room.

Bidders attending the in-person bid opening will wait outside Suite 463 and will be

escorted to the Bid Room prior to bids being opened. This event shall conclude

immediately following the opening of the bid packages.

All bidders shall comply with Article A-21, Fairfax County Construction Safety

Resolution. Bidder’s request for determination of eligibility to bid must be

received by the county no later than fourteen (14) days before bids are due in

accordance to Article A-18.E of Section A, Information For Bidders.

A non-mandatory Pre-Bid Conference will be held on Wednesday, January 18, 2023,

at 11:00 am. All bona fide bidders are requested to attend. The Pre-Bid Conference

shall be conducted as a web-based meeting. Contractors who request the Bidding

Documents shall receive an invitation via Teams Meeting. Attendees who wish to

A non-mandatory tour of the site is scheduled following the pre-bid conference on

Wednesday, January 18, 2023, at 1:00 PM. All of those attending the tour must wear

full PPE, to include at a minimum, steel toe boots, safety vest, eye protection, and hard

hat. Those without proper PPE will not be able to participate in the tour.

Bidding documents in the form of electronic files will be available Tuesday, January 3,

2023, and may be obtained by using the Commonwealth of Virginia electronic

procurement portal at https://eva.virginia.gov . Solicitation information will also be

available online at the following Fairfax County website:

https://www.fairfaxcounty.gov/publicworks/capital-projects/solicitations-and-bid-

advertisements.

All questions concerning the project shall be submitted in writing to the Director,

Wastewater Design and Construction Division, Department of Public Works and

Environmental Services, 12000 Government Center Parkway, Suite 463, Fairfax, VA

22035-0056 or by emailing DPWESCAPWastewaterCollectionInquiry@fairfaxcounty.gov . To

be given consideration, questions must be received at least seven (7) days prior to the

date fixed for the opening of the bids. This office is the only point where information will

be disseminated.

Bid Security must accompany each proposal in accordance with Information for Bidders.

No bid may be withdrawn for a period of forty-five (45) days after the opening thereof.

The procedure specified under Section 2.2-4330(A) (i), VA Code Ann. shall apply: “…

the bidder shall give notice in writing of his claim of right to withdraw his bid within two

(2) business days after the conclusion of the bid opening procedure; . . .”.

The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and

all bids, waive informalities and irregularities in bidding and to accept bids which are

considered to be in the best interest of the County.
