This notice is being posted as an avenue to provide Request for Quotes, W912PM17T0091. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action.

This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be an unrestricted procurement. The solicitation number is W912PM17T0091, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 562119 with a small business size standard of $38,500,000.00. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95.

Description of Requirement: The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to perform removal and disposal of all sediment, trees and debris from 40 feet upstream of the lock chambers to 40 feet down stream of the lock chambers including the lock chamber itself. In addition all trees or debris on the lock walls and gates shall be removed. Location of the work is at three Cape Fear River Locks and Dams: Lock and Dam #1 is located at 996 Lock #1 Road, Riegelwood, North Carolina 28456, Lock and Dam #2 is at 645 Lock #2 Road, Elizabethtown, North Carolina 28337 and William O. Huske Lock and Dam is at 1248 Bill Hall Road, Fayetteville, North Carolina 28306. At completion, all lock gates must be able to open fully and the lock chambers shall be free of debris and sediment.

Performance period: 60 days after contact award

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. Technical acceptability shall be defined as evidence of:

a) Offerors are required to submit prior experience at the time of quote of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required.

b) Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years.

c) A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than five (5)contracts/projects.

d) In order for an Offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects.

Service Contract Act Wage Determinations: 15-4377, Revision -3, Dated 07/25/17 and 15-4401, Revision -33, Dated 7/25/17

The Contractor is responsible to refer to the above wage decisions. The Government will attach the latest versions to the contract upon award.

This will be firm-fixed-price contract action.

Site Visit: A site visit has been scheduled for 06 September 2017 at 10AM. The meeting place will be William O. Huske Lock and Dam, 1248 Bill Hall Road, Fayetteville, North Carolina 28306. We will then proceed to Lock and Dam #2, 645 Lock #2 Road, Elizabethtown, North Carolina 28337, followed by Lock and Dam #1 is located at 996 Lock #1 Road, Riegelwood, North Carolina 28456

1. All contractors must register in the System for Award Management (SAM) database before they can be awarded a contract. You may register at SAM information or help is also available by calling 866-606-8220.

2. Public Law 104-134 requires the use of Electronic Funds Transfer (EFT) for all Federal payments. EFT information will be pulled from your SAM by the USACE FINANCE CENTER, 5720 INTEGRITY DRIVE, MILLINGTON, TN 38054-5005 for contractor payments.
