Statement of Work
1. Scope of Work
The Commonwealth of Pennsylvania, Department of Corrections, requires a vendor to provide
scheduled and unscheduled veterinary services, as needed, for approximately (30) dogs for the
Departments Drug Interdiction Unit 1 at SCI Rockview, 1 Rockview Place, Bellefonte, Pa 16823.
2. Issuing Officer
The issuing office for this bid is Amie Newman. All questions regarding this bid should
be directed to Amie Newman at amnewman@pa.gov.
Bidders can submit questions in writing to the Issuing Officer by Wednesday, February
12th.
All responses will be posted as an addendum to the IFB on eMarketplace. Vendors are
reminded to monitor eMarketplace for any changes to the bid.
3. Contract requirements
The contract vendor shall be required to provide all services listed on the bid.
The contracted vendor, if not located within a ten (10) mile radius of the PADOC Canine
Academy Kennels (Bellefonte, PA) must conduct/administer scheduled
examinations/vaccinations at SCI Rockview, 1 Rockview Place, Bellefonte, PA. The Drug
Interdiction Unit will schedule these appointments to coincide with the planned training
dates that require the dogs to be at the Canine Academy.
Miscellaneous supplies and medications, and miscellaneous medical treatments and
examinations not included in the quoted rates shall be billed to the Department of
Corrections at the vendor's current rate. Department of Corrections will only pay for
actual supplies and medications provided and actual treatments and examinations
performed.
All quantities are estimated, amounts may vary through the term of the contract.
If the examinations are taking place at SCI Rockview, the contracted vendor shall
purchase and maintain, at its expense, the following types of Insurance, issued by
companies acceptable to the Commonwealth:
A. Workmen’s Compensation Insurance sufficient to cover all of the employees of
contractor working to fulfill this contract
B. Comprehensive General Liability Insurance, including bodily injury and property damage
insurance, to protect the Commonwealth and the Contractor from claims arising out of the
performance of the contract. The amount of bodily injury insurance shall not be less than
$500,000 for injury to or death of persons per occurrence. The amount of Property Damage
Insurance shall not be less than $300,000 per occurrence. Such policies shall name “The
Commonwealth of PA-DOC” as an additional insured. Prior to the commencement of work
under this contract, the Contractor must provide the Commonwealth with current
Certificates of Insurance which evidence that the Commonwealth has been included on the
policy as an additional insured. These certificates must include the contract location and a
brief description of the contract work. These certificates shall contain a provision that
coverage afforded under the policy shall not be canceled or charged until at least thirty (30)
days prior written notice has been given to the Commonwealth.
The contractor shall abide by all Department of Corrections rules and regulation while
on state property.
4. Contractor Qualification
The contracted vendor shall possess all required licenses, certifications and permits required to
provide the requested services. The contracted vendor may be required to provide all
documentation before award of bid.
5. Contract Term
The term of the contract will commence on the Effective Date and will end one year from effective
date with four one-year renewal options. The Issuing Office will fix the Effective Date after the
contract has been fully executed by the selected Offeror and by the Commonwealth and all approvals
required by Commonwealth contracting procedures have been obtained. The selected Offeror shall
not start the performance of any work prior to the Effective Date of the contract and the
Commonwealth shall not be liable to pay the selected Offeror for any service or work performed or
expenses incurred before the Effective Date of the contract.
6. Bid Award
Bids shall indicate a unit cost for each service requested, i.e. per vaccination, per exam etc. Award
of the contract shall be determined by the total low cost of the one (1) year estimated services
combined. If the calculated costs of two (2) or more bidders are equal, the Department may select
the Contractor by random method.
It shall be understood and agreed that any quantities listed in the solicitation are
estimated only and may be increased or decreased in accordance with the actual
requirements of the Department of Corrections.
Unless otherwise indicated, the unit price must include all labor, materials, equipment, tools,
insurance, delivery fees and all items necessary for the completion of the project. In cases of
discrepancies in prices, the unit price will be binding unless the unit price is obviously in error
and the extended price is obviously correct, in which case the erroneous unit price will be
corrected.
Award will be made to lowest responsible bidder based on total bid
All items will be delivered F.O.B Destination. The awarded supplier is responsible for any
shipping or delivery costs.
7. Bid Results
Bids will be opened on the date and time specified in the invitation for bid. Bid tabulations will
be posted on the Department of General Services’ eMarketplace
website http://www.emarketplace.state.pa.us. Tabulations are for information only and do
NOT constitute actual award/execution of a contract. The results of the apparent bidders
and all bids are under review until final award of the purchase order.
8. Invoicing
Contractors must follow the following invoicing requirements:
• Accurately bill the Commonwealth for actual services rendered on all invoices.
• Submit invoice to appropriate resource account within 10 business days of completed service
• Comply with Commonwealth / Department of Correction’s practices for supplier payments.
The awarded supplier should submit all invoices, as outlined by the Pennsylvania Office of the

BILLING PROCEDURE:
Vendor shall bill the Pennsylvania Department of Corrections after services have been completed and
approved by the Supervisor of the Canine Unit (K-9 Captain John T. Evans - johnev@pa.gov). Monthly
billings shall be prepared referencing the Canine name and submit invoices appropriately to the
following:
