Project Description Subject to conditions prescribed by the University of California, Los Angeles, responses to the University's prequalification documents for a series of (3) lump sum contracts are sought from prospective Duct Cleaning prime contractor bidders (hereafter “bidders”) for the following project:

University is seeking to prequalify a pool of Duct Cleaning prime contractors who, once successfully prequalified, will be the only contractors allowed to bid as prime contractors on the below-listed series of projects:

SCOPE OF WORK FOR EACH BID PACKAGE: Provide the labor, material and equipment to clean the ductwork systems and air handler units located in multiple buildings as listed below.
A. The minimum requirements shall be satisfied to render HVAC components clean, and to verify the cleanliness through inspection and/or testing in accordance with items specified herein and applicable NADCA Standards.
B. Duct cleaning shall be limited to all supply air pathways including the supply fan unit, distribution ducting, risers, turning vanes, laterals to terminal units and diffusers. Include the cleaning of return air, exhaust air and transfer air diffusers or grills.
C. Prior to any duct cleaning, submit digital photographs of the as-is condition of all ductwork.
D. Remove visible surface contaminants and deposits from within the HVAC system in strict accordance with the specifications.
E. The HVAC system is defined to include all interior surface of the facility’s air distribution system containing internally lined ductwork as indicated in the Contract Documents and floor plan drawings. This includes ducts from the points where the air enters the system to the points where the air is discharged from the system. Coat all internally lined ductwork with a biocidal growth inhibitor.
F. Encapsulate all internally lined ductwork with a water based protective coating to seal all surfaces. Encapsulation shall begin immediately at the air handler, and extend 20’-0” down the ductwork unless otherwise noted by University’s Representative.
G. Report all missing or degraded insulation and repair or replace as approved by the University’s Representative.

Deliverables:
A. Product Data: Submit product description and list of materials.
B. Submit digital photographs of the as-is condition of all ductwork.
C. Submit digital photograph of the ductwork interiors after the work is complete. The “after” photographs shall correspond to the “before” photographs for validation of the work.
D. Process: Submit complete process for treatment, encapsulation and repair.

MANDATORY PREQUALIFICATION CONFERENCE: A Mandatory Prequalification Conference will
be conducted on February 26, 2020 beginning promptly at 11:00 a.m. Only bidders who participate in
the Conference in its entirety will be allowed to submit prequalification documents and, if
prequalification is achieved, participate in bidding as prime contractors on said pool of projects.
Participants must arrive at or before the above-specified time. Persons arriving later than said time
will not be allowed to submit prequalification documents or submit bids as prime contractor bidders.
Participants shall meet at Capital Programs Building, 1060 Veteran Avenue (follow signs to the
meeting room), UCLA campus (refer to the online UCLA Campus Map at www.ucla.edu/map). For

NOTES:
1.
Attendee shall be a staff member of the prime contractor bidder’s firm who will be
actively involved in responding to this Prequalification, and who is highly
knowledgeable of the firm’s potential response to the prequalification criteria.
2.
Attendees are advised that parking may be difficult. Attendees must allow ample time
to drive to the above location in heavy traffic, find a parking space, walk to the
building, and arrive in the designated Meeting Room prior to the required time. It is
currently anticipated that the Conference will last approximately 1 hour.
SUBMITTAL DEADLINE: Each Bidder’s completed Prequalification Questionnaire and associated
documents must be received at the above-listed University Contracts Administration office in a
sealed envelope, or uploaded to the UCLA Planroom website, no later than:
3:00 p.m., March 4, 2020
NOTE: Only hard copy submittals or submittals uploaded to the UCLA Planroom website will be
accepted. Oral, telephonic, electronic mail (e-mail), facsimile, or telegraphic Prequalification
Questionnaires are invalid and will not be accepted. Only University’s Prequalification Questionnaire
(and associated documents) will be accepted. University reserves the right (but is not obligated) to
request, receive, and evaluate supplemental information after the above time and date at its sole
determination.
Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging
the outcome within 10 calendar days from the date of the University's written notice regarding
prequalification determination. Any assertion that the outcome of the prequalification process was
improper will not be a ground for a bid protest.

The dates, times, and location set for receiving and opening of bids will be set forth in an
Advertisement for Bids for each applicable Bid Package.
The University reserves the right to reject any or all responses to Prequalification Questionnaires and to
waive non-material irregularities in any response received.
All information submitted for prequalification evaluation will be considered official information acquired in
confidence, and the University will maintain its confidentiality to the extent permitted by law.
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each Bidder may be
required to show evidence of its equal employment opportunity policy. The successful Bidder and its
subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding
Documents and to pay prevailing wage at the location of the work.
The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of,
any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor
Code section 1725.5 and 1771.1.
These projects are subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Prequalified Bidder shall pay all persons providing construction services and/or any labor on
site, including any University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/1/15,
$14 per hour as of 10/1/16, and $15 per hour as of 10/1/17) and shall comply with all applicable federal, state
and local working condition requirements.
