NOTICE INVITING BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Parks and Community Services Department of the City of Dublin, 100 Civic Plaza, Dublin, County of Alameda, State of California, 94568, until the hour of 2:00p.m. on June 13, 2024, which time they will be publicly opened and read aloud in City Hall of the City of Dublin, 100 Civic Plaza, Dublin, California, for the Project.

RELOCATION AND REHABILITATION OF THE HISTORIC CAMP PARKS SIGN

“Camp Parks Sign Project”

The Project is more specifically defined in the Contract Documents, but generally includes:

Dismantle existing historic sign and guardhouse; relocate the structure to the receiver site; reconstruct the structures, repair, restore historic features and replace specified features to match existing historical features and other items not specifically mentioned herein, and doing all appurtenant work in place and ready for use, all as shown in the Specifications, Special Provisions, and other Contract Documents

The sign, including the attached guardhouse, was found to be eligible for the national register under "Criterion C" as representative of the early work of Bruce Goff, a recognized 20 th century master architect. The sign has not yet been nominated for the national register. The California Historic Preservation office determined in 2014 that national register eligibility would not be impacted by the relocation of the sign. All work shall be in accordance with the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings; per the U.S. Department of the Interior, National Park Service.

Required trades include but are not limited to qualified specialists in selective demolition, dismantling, and salvage of historic buildings, structural and site concrete, roofing & waterproofing, electrical and lighting systems, and restoration of the following historical features: rough and finish carpentry, wood doors & windows, signs, and lighting.

The project intends to utilize its stock of salvaged wood to the greatest extent that is feasible and of benefit to the project. The Contractor, at their option, may survey the stock, identify material to be reused, and incorporate the reuse of salvaged wood in their bid. The material will be available for inspection during the bidding period.

MANDATORY PRE-BID MEETING: Contractors bidding the project are required to attend the mandatory pre-bid conference prior to bidding. The pre-bid conference is scheduled for May 16, 2024 at 10:00 A.M., and will be located at the Dublin Camp Parks Military History Center, Bldg. 275, Camp Parks Boulevard (Just outside the main gate). Bids will not be accepted from contractors that do not attend the pre-bid meetings. Sub-contractors are not required to attend the pre-bid conference.

OBTAINING CONTRACT DOCUMENTS: A complete Notice Inviting Bids and complete bid packages, including project plans, technical specifications, bid forms, and contract documents, to be used for bidding on the Project, and the plan holders list can be acquired through BPXpress Reprographics at www.dublinplanroom.com or by calling (707) 745-3593. Bid

packages cost $40 (forty-dollars) per set, plus shipping and handling. This cost is non-refundable. Bid packages are available for viewing at several builders exchanges. A complete list of exchanges is available online at www.dublin.ca.gov/PlanRoom.

All bidders must possess a valid class B contractor’s license and bids must include bid security in the amount of ten percent (10%) of the bid amount.

DEPARTMENT OF INDUSTRIAL RELATIONS: Contractor and subcontractors listed on the bid proposal must be registered with the Department of Industrial Relations, pursuant to Labor Code section 1725.5, and must furnish electronic certified payroll records to the Labor Commissioner. The successful bidder shall pay not less than the general prevailing wage rate of per diem wages to all workers employed on this project.

BID INELIGIBILITY: A firm that has provided architectural or engineering services to the Department for this contract before bid submittal for this contract is prohibited from any of the following: (1) submitting a bid; (2) subcontracting for any part of the work; or (3) supplying materials to any contractor or subcontractor working on the project.
