CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) CONSULTING SERVICES
The Chaffey College Community District (District) is seeking qualifications from firms to
provide California Environmental Quality Act (CEQA) Consulting Services, for various
projects funded therein by Measure L and P bond funds in addition to funding from the
State of California under the authorization of the California Community Colleges
Chancellor’s Office.
The preliminary scheduled design document preparation start date for the projects is
March 2020. The selected firm must be able to meet the anticipated time schedule as
described in the RFQ.
For Consideration, the Qualification/Proposal Submittals must be received no later
than 2:00 PM, November 21, 2019 by the DISTRICT’S Program Management office,

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) CONSULTING SERVICES
BACKGROUND
Chaffey Community College District (District) is a single-college district that serves the
growing communities of western San Bernardino County. The District Service Area
encompasses 310 square miles that include the cities of Chino, Chino Hills, Fontana,
Montclair, Ontario, Rancho Cucamonga, and Upland.
Chaffey College has a rich history as one of California’s earliest colleges. Founded in
1883 as a private institution, Chaffey College has been a publicly funded college since
1916. Today, Chaffey College is nationally recognized as a center of learning excellence.
It serves more than 20,000 students annually on three campuses, at many teaching sites
and in its communities, and online. It offers a full complement of general education,
transfer level, and career and technical education classes leading to an associate degree
or career technical certificate. Students are supported in these instructional programs with
a full range of support services.
In November 2018, voters in the District approved Measure P a general obligation bond.
Measure P will provide Chaffey College with up to $700 million for significant upgrades to
vocational, science, computer classrooms, and labs; student safety; and facilities
supporting veterans and other student services.
The projects that will be funded from Measure P are outlined in the District’s Vision 2025
Facilities Master Plan addendum, approved by the Governing Board in June of 2018. The
District plans to implement the Master Plan over the next 5-10 years. These plans are

REQUEST FOR QUALIFICATIONS
In order to implement the Measure P program, the District is seeking a qualified firm
(Respondent) to provide California Environmental Quality Act (CEQA) Consulting
Services for various projects funded therein. The Respondent must understand the wide
range of needs inherent to community college bond programs, and will be sufficiently
experienced to meet those needs. The selected Respondent will be directly responsible
for services located at identified sites on the three District campuses, and reporting results

to the District. The Contract for these services will have a 5-year term. The District intends
to hire one or more firms at their discretion.
Experienced firms interested in being considered for inclusion in this selection must
submit a Statement of Qualifications (“SOQ”) as set forth in this Request for Qualifications
(“RFQ”), which defines the services sought by the District and generally outlines the
requirements for submittal. The Respondent(s) selected will be based on qualifications
and the right fit for the District.
Respondents to this RFQ must mail or deliver three (3) bound copies and one (1)
electronic copy (disk or flash drive, Word or PDF format) of the SOQ as further described

LIMITATIONS
The District reserves the right to contract with any Respondent responding to this RFQ.
The District makes no representation that participation in the RFQ process will lead to a
contract award or any other consideration whatsoever. The District reserves the right to
cancel this RFQ at any time prior to contract award without obligation in any manner for
SOQ preparation, interview, fee negotiation or other marketing costs associated with this
RFQ. The awarding of contracts for specific services, if at all, is at the sole discretion of
the District.
The District reserves the right to reject any or all SOQs, waive any irregularities or
informalities, evaluate the SOQs submitted, and award a contract, if any, in a manner,
that best serves the interests of the District at a fair and reasonable cost.

The District does not discriminate based on race, color, national origin, religion, age,
ancestry, sexual orientation, medical condition, disability or gender in consideration for
an award of a contract.
RESTRICTIONS ON LOBBYING AND CONTACTS
From the date of issuance of this RFQ and ending on the date of the establishment of the
qualified Respondents, no person or entity submitting an SOQ, nor any officer, employee,
representative or agent representing such a person or entity, shall contact through any
means or engage in any discussion regarding this RFQ, the evaluation or selection
process or the award of the contract(s) with any member of the District’s Governing Board,
selection committee members, District’s Program Manager, any member of the Citizens’
Oversight Committee, or any District employee except for requests for clarification and
questions as allowed herein. Any such contact may be ground for disqualifying the
Respondent from participation in the RFQ.
EXCEPTIONS CERTIFICATION TO THIS RFQ
In submitting a SOQ in response to this RFQ, Respondent is certifying that it takes no
exceptions to this RFQ including, but not limited to, the attached Professional Services
Agreement forms. If any exceptions are taken, such exceptions must be clearly noted in
the SOQ and may be reason for rejection of the SOQ. As such, Respondent is directed
to carefully review the attached Professional Services Agreement forms and, in particular,
the insurance and indemnification provisions therein.
PREVAILING WAGE REQUIREMENTS
Respondents shall take cognizance of the requirements of California Labor Code
Sections 1720 et seq. and 1770 et seq., as well as California Code of Regulations, Title
8, Section 16000 et seq. (“Prevailing Wage Laws”), which require the payment of
prevailing wage rates and the performance of other requirements on certain “public work”
and “maintenance” projects. The Respondent must agree to fully comply with and to
require its subcontractors/sub-consultants to fully comply with such Prevailing Wage
Laws to the extent applicable.
CONFIDENTIALTY OF SOQ
Pursuant to Michaelis, Montanari, & Johnson v. Superior Court (2006) 38 Cal.4th 1065,
SOQs submitted in response to this RFQ shall be held confidential by the District and
shall not be subject to disclosure under the California Public Records Act (Cal.
Government Code section 6250 et seq.) until after either the District and the successful
Respondent have completed negotiations and entered into an agreement or the District

has rejected all SOQs. All correspondence with the District including responses to this
RFQ will become the exclusive property of the District and will become public records
under the California Public Records Act. Furthermore, the District will have no liability to
the Respondent or other party as a result of any public disclosure of any SOQ or the
awarded contract.
If a Respondent desires to exclude a portion of its SOQ from disclosure under the
California Public Records Act, the Respondent must mark it as such and state the specific
provision in the California Public Records Act which provides the exemption as well as
the factual basis for claiming the exemption. For example, if a Respondent submits trade
secret information, the Respondent must plainly mark the information as “Trade Secret”
and refer to the appropriate section of the California Public Records Act which provides
the exemption as well as the factual basis for claiming the exemption. Although the
California Public Records Act recognizes that certain confidential trade secret information
may be protected from disclosure, the District is not in a position to establish that the
information that a Respondent submits is a trade secret. If a request is made for
information marked “Confidential”, “Trade Secret” or “Proprietary”, the District will provide
Respondents who submitted the information with reasonable notice to seek protection
from disclosure by a court of competent jurisdiction.
