NOTICE INVITING BIDS
2019 CITYWIDE STRIPING
PROJECT NO. 564-19
CONTRACT NO. C38090
PUBLIC NOTICE IS HEREBY GIVEN that the City of Palm Desert, as City, invites sealed
bids for the above stated project and will receive such bids in the office of the City
Clerk up to the hour of 2:00 p.m., on May 14, 2019, at which time they will be publicly
opened and read aloud.
The work to be done consists of furnishing all materials, equipment, tools, labor, and
incidentals as required by the Plans, Specifications and Contract Documents for the
above stated project.
Copies of said Plans, Specifications, and Contract Documents are available from the City
upon payment of a $25.00 non-refundable fee.
This project is to be completed within 90 Calendar Days from the date specified in the
Notice to Proceed. Time for commencement and completion of the work is important,
and is to be the essence of the Contract. The successful bidder shall order any long
lead-time equipment items immediately following Notice of Award.
In accordance with California Labor Code Sections 1770, 1773, 1773.1, 1773.6 and
1773.7 as amended, the Director of the Department of Industrial Relations has
determined the general prevailing rate of per diem wages in accordance with the
standards set forth in Section 1773 for the locality in which the Work is to be performed.
In accordance with City Ordinance No. 1276, this project shall require prevailing wage
payments. Any contract entered into pursuant to this notice will incorporate the
provisions of the State labor Code. A copy of said wage rates can be obtained by
accessing the Department of Industrial Relations website at:
www.dir.ca.gov/DLSR/statistics_research.html or by contacting the District Office at 464
West Fourth Street, San Bernardino, California 92401.
No contractor or subcontractor may be listed on a bid proposal, or awarded a contract
for a Public Works Project unless registered with the Department of Industrial Relations
pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for
bid purposes only under Labor Code section 1771.1(a)].
This project is subject to compliance monitoring and enforcement by the Department of
Industrial Relations.
The contract documents call for monthly progress payments based upon the engineer’s
estimate of the measurement of work completed. The City will retain five (5) percent of
each progress payment as security for completion of the balance of the work.
At the request and expense of the successful bidder, the City will pay the amounts so
retained upon compliance with the requirements of the Public Contract Code Section
22300 and the provisions of the contract documents pertaining to the Substitution of
Securities.
Bids must be prepared on the approved bid forms in conformance with the Instructions to
Bidders and submitted to the office of the City Clerk, in a sealed envelope plainly marked
on the outside “SEALED BID 2019 CITYWIDE STRIPING, PROJECT NO. 564-19,
CONTRACT NO. C38090. DEPARTMENT OF INDUSTRIAL RELATIONS
CONTRACTOR REGISTRATION NUMBER (Your DIR number goes here) . “DO
NOT OPEN WITH REGULAR MAIL.
All questions must be put in writing and must be received by the City no later than
2:00 p.m., on May 6, 2019. Requests for clarifications, questions, and comments must be
clearly labeled, “Written Questions.” The City is not responsible for failure to respond to
a request that has not been labeled as such and addressed to Randall J. Bowman, City
of Palm Desert, Department of Public Works.
The CITY reserves the right to reject any or all bids, to waive any irregularity, to accept
any bid or portion thereof, and to take all bids under advisement for a period of sixty (60)
days.

performed by consultant hereunder is subcontracted to another person or firm (if
authorized), the subcontract shall contain a similar provision.
At the time of contract bid, the prime Contractor shall possess a Class “A” Contractor’s
license and/or any combination of Class “C” specialty Contractor’s license(s) sufficient to
perform the work.
