SYNOPSIS: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS.

The U.S. General Services Administration (GSA), Public Building Service (PBS), is conducting a market survey and is seeking qualified small business construction firms (including small disadvantage businesses such as Certified HUBZone, 8(a), Service Disabled Veteran-Owned Small Business, and Women-Owned Small Business, etc.), to provide construction services for the Fire Life Safety Egress Construction in Building 41 and the Design Build and Construction for Building 56 at the Denver Federal Center, located in Lakewood, Colorado.

Market research is being conducted to determine if there are small businesses with the capabilities, experience and bondability to perform the required work. The work for each building is described below:


Building 41:


Project Background & Project Description: The General Services Administration, Region 8, is initiating a project to improve egress corridors on the first floor of GSA Building #41. This work includes the demolition of existing exterior and interior walls, doors, overhead doors and piping. The renovation will involve installation of metal stud walls, lids, doors, stairs, railings, suspended acoustical ceilings, mechanical systems, controls, fire sprinkler systems as part of the new egress corridor construction.


Project Objectives: The contractor shall provide labor, materials, equipment and supervision necessary to perform:


1) Installation and renovation of existing egress corridors, stairways, doors, mechanical systems and pathways bringing them into compliance with current NFPA Life Safety codes and GSA P-100 7/2017 standards.


2) The construction shall strictly adhere to the attached 100% construction documents (drawings and specifications) dated 8/10/17 as well as all other design & technical reports/ attachments.


3) Any deviation from the drawings, specifications or codes will require a letter from GSA.


Technical Requirements:


1) The contractor shall be responsible for a pre-construction environmental inspection and shall develop a remediation plan in accordance with GSA Standards, State and Federal regulations. This shall include remediation and a third (3) party independent air monitoring service (if necessary). See sampling requirements and Region 8 testing and remediation requirements in the attachment section of this document.


2) The contractor shall provide moving service as required to protect agency stored equipment, furniture or materials. The contractor may protect in lieu of moving, but shall be responsible for damages due to construction activities.


3) The contractor is responsible for coordinating with GSA to comply with all HSPD-12 requirements when installing/ relocating card readers.


4) The contractor is responsible for coordinating with GSA if necessary to relocate wifi "boosters" located in the ceiling.


Building 56:

DESIGN- BUILD PROGRAM


Design- Build Requirements:


1) The Contractor will be responsible for all aspects of design and construction to complete the project objectives. All required Architect and Engineering (A/E) services are to be provided in house by a licensed A/E or subcontracted out by the Contractor to a licensed A/E.


2) The Contractor shall provide design services, including field surveys of as-built conditions, coordination with GSA and the tenant agency, and preparation of the bidding documents and construction administration necessary to perform the work as described herein.


3) Based on design approval, the contract will then move into construction/implementation of the design as outlined in the design documents and the below construction segment of this document. Upon receiving written approval from GSA the contractor may begin construction prior to design completion.


DESIGN PHASE


Project Background & Project Description: The General Services Administration (GSA) performed an egress study at Building 56 to identify all egress issues and provide recommendations to bring the building up to all current GSA codes and standards for building egress as well as other related work. This project is to take the recommendations included in this study and provide design documents necessary to perform the work described in the study and this scope in order to correct Building 56's current egress issues.


Project Objectives: Design services required to accomplish the project:


1) The Buiding 56 Egress Study will be provided to contractors during the solicitation phase after a signed SBU has been submitted.

2) A/E will be responsible for creating all design documents including drawings and specifications to achieve the proposed egress fixes and related work per the "Bldg 56 Egress Study".


3) Current egress deficiencies and fixes include but may not be limited to:


a. Exterior Exit E2 & E3- Replace existing concrete walk


b. Existing E2 & E3 Stairs- Modify railing system to be a continuous rail in the center as well as design for additional exit signage and wayfinding to better direct means of egress.


c. Exterior Exit E5 & E6- Design a new concrete landing at a height of 4" to match existing riser height. Extend out to concrete apron and Saw-Cut existing stair and construct new concrete stair to be compliant.


d. North Mezzanine Stairs- Replacing wood stair with egress compliant metal construction stair with railings.


e. Existing Exit E8- Add additional exiting signage and wayfinding. Add additional single 3'-0" x 7'-0" door with appropriate hardware to staging area.


f. Corridor Exit Signs- Add additional exit signage and correct wayfinding to direct to the nearest exit.


g. Existing Spiral Staircase- Design for a new traditional switch back stair system.


h. Exterior Exit E12- Provide sufficient exit signage and correct wayfinding pointing to exit.


i. Existing E12 Stairs- Design a new compliant continuous handrail system. Handrails shall be extended the recommended 12" from the top of the bottom nosing.


j. Open Office- Provide sufficient exit signage and correct wayfinding pointing to exit. Swing direction of egress doors opposite of existing configuration.


k. Exterior Exit E14- Design new center railing system to be compliant to 34" high railing and to be continuous. Design sufficient exit signage and correct wayfinding pointing to exit.


l. Existing Stair E14- Design for a new compliant continuous handrail system and cut vinyl flooring at base of wall to continue black rubber base.


m. Existing Exit E19- Design repairs for concrete step and landing as well as provide sufficient exit signage and correct wayfinding pointing to exit.


n. Exterior Exit E20 & E21- Design for new additional exit signage in interior spaces.


o. Corridor Openings- Provide design for a 1-hour rated metal stud partition with 5/8" type 'x' gypsum board on each side and design for install of a pair of 3'-0" x 7'-0" doors with exit hardware for each opening.


p. Exterior Exit S3- Remove existing exit signage above door in the interior and add signage that states this is 'Not an Exit'.


q. Existing Stair W1- Design for a new compliant guard rail and handrail system with handrails extending 12" beyond the top riser.


r. Existing Stair W2- Design for a new compliant handrail system and extending 12" beyond the top riser.


s. Existing Exit W11- Specify new compliant exiting hardware and coordinator.


t. Existing Exit W12- Design for a compliant single 3'-0" x 6'-8" door with exiting hardware to replace existing.


u. Stair W12- Design for compliant exit signage at first floor landing.


v. Corridor Doors- Replace frame and one of these doors and hardware to swing in the opposite direction for egress.


w. West Office Space- Design for an additional door and hardware and additional directional exit signage in interior spaces.


x. Existing Exit W22- Specify new compliant exiting hardware.


y. Central Stair- Design for new compliant guardrail and handrail system and provide adequate exit signage and wayfinding to correct means of egress.


z. Existing Exit W25- Design replacement of existing ramp. New ramp shall be accessible with a 4'-0" landing and a max. slope of 1:12. Existing sliding door shall be replaced with a 1-hour rated metal stud partition with 5/8" type 'x' gypsum board on each side and design for a pair of 3'-0" x 7'-0" doors with exiting hardware for each opening.


aa. Barn Door- Design for a new 1-hour rated metal stud partition with 5/8" type 'x' gypsum board and design for a pair of 3'-0" x 7'-0" doors with exiting hardware for opening.


4) A/E shall have a licensed engineer stamp all drawings including a structural engineer as well as provide all loads calculations, etc necessary to complete the construction of new stairs, etc.


5) Provide a structural analysis for the load bearing on the wood flooring system in the North Mezzanine to determine if this space can be occupied in it's current conditions.


6) Hire a third party testing agency if necessary to test the opening force on each door at the suspension bridge.

An award of the construction services contract is anticipated between August - September 2019. A notice to proceed is anticipated within 30 days of award. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The estimated construction duration is approximately 12 months after the issuance of the notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220. The Small Business Size Standard is $36.5 million.


Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-6) as stated below. The sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government.
