Bid Synopsis:

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for Brighter Futures Initiative (BFI) Program in Regions 1, 2, 4 and 5 with a program objective of either:
• Prevent and reduce the incidence of youth violence and other delinquent behavior; or
• Prevent and reduce the incidence of youth alcohol and other drug use and abuse; and/or
• Increase adolescent self-sufficiency by encouraging high school graduation, vocational preparedness, improved social and other interpersonal skills and responsible decision-making.
It is not required programs serve all counties within the region. The Wisconsin Department of Children and Families (DCF) has current contracts through 2024 for BFI programs in Regions 3, 6 and 7; therefore, programs in these regions are not included in this Request for Grant Proposal (RFP). A map of the regional boundaries for this RFP can be found on Appendix 1, Map of Bureau of Youth Services Regions.
County agencies and tribal agencies are eligible to submit a response. Joint responses from two or more agencies will be accepted; however, the primary responder (lead agency) must be a county agency or tribe. See Section 5.1 Response Type. Responses received from a non-county or non-tribal agencies only and/or as the lead agency will be rejected.
BFI promotes healthy families and youth; school success for youth; youth safety in their families and communities; and, successful navigation from adolescence to adulthood. The BFI supports evidence-based prevention strategies and a positive youth development approach, and focuses on the legislative outcomes set forth in s. 48.545, Wis. Stats., Brighter Futures Initiative.
Three sources of funding--state General Purpose Revenue (GPR), federal Temporary Assistance for Needy Families (TANF), and federal Substance Abuse Prevention and Treatment Block Grant (SABG)--will be utilized for these appropriations.
• County agencies and tribes awarded a contract as a result of this RFP that have a program objective of prevent and reduce the incidence of youth alcohol and other drug use and abuse will be funded with SABG funds. SABG funds must be used for primary prevention activities only.
o The Federal Government defines primary prevention as programs for individuals who do not require treatment for substance abuse. Such programs and activities may include education, mentoring, and other activities designed to reduce the risk of substance use by individuals.
The State as represented by DCF intends to use the results of this RFP to award contracts for BFI program objective of Substance Use Prevention Efforts and Reduce Youth Delinquency and/or Increase Adolescent Self-Sufficiency in Regions 1, 2, 4 and 5. In accordance with 45 CFR 75.351 and 2 CFR 200.331, DCF has determined these services to be a subrecipient for federal reporting purposes. The awarded Proposer(s) will be subject to all provisions of 45 CFR Part 75 and 2 CFR Part 200 as applicable to that respective classification. DCF’s use of the term “Contract/Contractor” throughout DCF materials is merely operational and does not represent the official federal determination stated here.
