Sealed bids for 2018 Bridge Deck Sealing and Bridge Cleaning and Washing Program , according to specifications, will be received by the undersigned, at the Department of Public Works Facility, 8810 Route 242, Little Valley, New York , until Tuesday, June 26, 2018 at 1:45 P.M. after which they will be publicly opened at 2:00 P.M. (at the same location), by the undersigned, under the direction of the Public Works Committee of the Cattaraugus County Legislature. Each bid, at the time it is received, will be stamped showing the date and time of receipt.

All bids must be sealed and clearly marked as follows: (Any bid not clearly marked will not be considered.)

Copies of the proposed Contract Documents, Plans, Specifications and Instructions to Bidders will be available June 1, 2018 , and may be secured online at www.cattco.org/bid-request or at Cattaraugus County Department of Public Works, 8810 Route 242, Little Valley, New York 14755 . Phone Carmen Skiba, @ (716) 938-9121, ext. 2430 . There will be a $50.00 charge for each set of specifications, plus $8.00 postage if mailed. Checks are to be made payable to the Cattaraugus County Treasurer . Cattaraugus County Local Law 12-2012 as ammended by Local Law 5-2015 requires that the County provide a copy of the Cattaraugus County Vendor Responsibility Form to the Low bidder. The low bidder will have 5 business days to return the completed form unless the form is mailed by the county to the vendor, in which case they will have 10 business days from the date of the mailing to return the form. Failure by the low bidder to submit the form within the above time frame will lead to the automatic rejection of their bid. The contractor must also ensure that all subcontractors to be used on the project complete this form and submit it to the County for approval within 5 business days of the preconstruction meeting. Failure to do so may lead to the rejection of the subcontractor at the County's discretion.

Currently the Commissioner of Public Works has approved the CCA-2 (New York State Vendor Responsibility Questionnaire For-Profit Construction) with attachments A, B, and C to serve as the Cattaraugus County Vendor Responsiblity Form.

All bids must be sent or delivered to Cattaraugus County Department of Public Works, 8810 Route 242, Little Valley, NY 14755. Attention Carmen Skiba.

The full deposit, according to General Municipal Law, Less any postage costs, will be refunded for complete sets with no missing pages, returned in good condition (NOT MARKED IN OR WRITTEN IN) within 30 days of the award of contract. No refunds will be made for sets returned later than 30 days after the award of contract.

All bids must be accompanied by a NON-COLLUSIVE BIDDING CERTIFICATE ad Bid Bond in the amount of 5% of bid total. All substitutions are to be submitted at time of bid as per the contract documents. No substitutions will be considered after the bid date. Any bid submitted without such certification and bid bond will not be accepted. Any bid not meeting ALL specifications will not be considered.

The County Legislature reserves the right to reject any or all bids, to waive any informalities, and to accept the lowest responsible bid.

2018 Bridge Deck Sealing and Bridge Cleaning and Washing Program

Various towns throughout Cattaraugus County
Description: The project includes the cleaning and sealing of the bridge decks and approach slabs
for twenty four (24) bridges throughout Cattaraugus County.
Maintenance washing and cleaning of bridges two hundred and eighteen (218)
bridges at various locations throughout Cattaraugus County to consist of cleaning
bridge by collecting and properly disposing of trash and debris from the bridges:
pressure washing the decks, exposed concrete, asphalt and steel bridge surfaces: and
cleaning the drainage system and other drainage ways described herein.
The deck sealing and bridge cleaning and washing are part of the preventative
maintenance program to minimize the future need for maintenance and extending the
life of the existing concrete decks by reducing water and chloride contamination.

Date of Completion: All work shall be completed in accordance with the schedule indicated on
page E-9.
Work to be done:
The Contractor shall furnish all materials, equipment, tools and labor of every
kind required to perform maintenance bridge deck sealing and all other
incidental work in the most substantial and workmanlike manner, and do
everything required by the Contract Documents as defined herein.
The contract drawings give specific limits and dimensions of work to be
completed. A general scope of work is given on page E-8 that denotes work to
be done by the Contractor. All items of work are to be included in the unit
prices bid listed in Section A.
