Breacher Information System (BIS) Support Services

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement for Breacher Information System (BIS) support services. The GSL Special Projects Program is a Department of Defense (DoD) sponsored program that provides technical and engineering support of classified weapons effects research and development for organizations within the United States Operations Command (USSOCOM). Collecting and maintaining classified experimental data in an easily accessible database is critical to each organization's mission requirements. The BIS software was developed to provide a user-friendly searchable library of historical test data for mission preparedness. Currently, only one of the supported organizations has an operable version of the BIS. To provide other supported organizations within the USSOCOM BIS capability, contractor support is required to provide database management, administrative and coding functions related to support of a classified database system for the Naval Special Warfare Development Center (NSWDG) at Damneck, VA.

The ERDC intends to issue an award to Far Ridgeline Engagements, Inc. (CAGE 4XH46), on a sole source basis. Far Ridgeline Engagements is the only vendor that can perform the required support for the BIS. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 541513 with a size standard of $37M. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
