Sealed proposals will be received by the Purchasing Agent for the Borough of Naugatuck, Accounting Dept.
Lobby, Town Hall, 229 Church Street, Connecticut, 06770 for furnishing the commodities and/or services
herein listed.
AFFIRMATION OF BIDDER
The undersigned bidder affirms and declares:
1) That this contract proposal is executed and signed by said bidder with full knowledge and acceptance of
the provisions of the General terms & Conditions, Bid Specifications and Bid Proposal which are made a
part of the contract.
2) That should any part of this proposal be accepted in writing by the Purchasing Agent within sixty (60)
calendar days from the date of opening Part B of the bid, said bidder will furnish and deliver the
commodities and/or services for which this proposal is made, in the quantities and at the prices bid,
and in compliance with the Specifications.
3) That this proposal is covered by surety, in the amount stated in the following PART B (Bid Price
Form). Bid surety is to be enclosed in Part B of the Bid Documents. Failure to do so may result in

Proposals are to be:
Delivered to the Accounting Dept, Lobby, Town Hall, 229 Church Street, Naugatuck,
Connecticut, 06770.
Submitted in duplicate unless otherwise indicated in the specifications.
Submitted using the blank proposal forms furnished.
Submitted in a sealed opaque envelope clearly marked as a public bid including the bid number
and the bidder’s name and address.
Made out and signed in the corporate, or other, name of bidder and signed by an authorized
person to fully and properly execute the bid.
Proposals received later than the time and date specified for the bid opening will not be
considered.
Amendments to or withdrawal of proposals received later than the time and date set for the
opening will not be considered.
In order to be considered, exceptions to the bid must be made on the exceptions page or a clearly
marked attachment.
ELECTRONIC CHANGES TO ANY OF THE BID PAGES INCLUDING THE
SPECIFICATIONS AND GENERAL TERMS & CONDITIONS IS NOT ALLOWED
AND MAY RESULT IN THE REJECTION OF THE BID.
Bidders or their representatives may be present at the bid opening. Bids are opened at the
Naugatuck Town Hall in Commissioner’s Corner Conference Room, 4th Floor immediately after the
date and time stated in the bid.
The Borough of Naugatuck may require further information and references on any individual or
company placing a bid prior to the awarding of a bid.
The Purchasing Agent reserves the right to amend and/or cancel the bid invitation prior to the time
and date of the bid opening.
The Purchasing Agent reserves the right to correct an award erroneously made as a result of a
clerical error on the part of the Borough of Naugatuck.
A contract shall not be awarded to any corporation, firm or individual who has an unpaid and
overdue debt to the Town by nonpayment of taxes, by debt or contract, or who is in default as
surety or otherwise by any obligation to the Town.

A REVALUATION PROGRAM
OF ALL TAXABLE AND EXEMPT REAL ESTATE
IN THE BOROUGH OF NAUGATUCK, CONNECTICUT
AS OF OCTOBER 1, 2022
Hereinafter referred to as “2022 Revaluation Project” or “Project”
All proposals (Parts A and B) will be due on December 13, 2021 at 11:00 A.M., Prevailing Local
Time. Any proposal received later than this time will be returned unopened. The proposal must
be signed by an officer or designated representative of the firm. Separate sealed proposals will be
received by the Purchasing Agent or authorized representative, when submitted to:

The evaluation tabulation combining Section A with Section B score will be completed and publicly
posted in the TOWN Hall.
All proposals shall be submitted in sealed opaque envelopes clearly labeled with the bidder's name,
address, public bid number, and the name of the PROJECT for which the bid is submitted. The words "BID
DOCUMENT" should appear on the envelope along with the bid number and the date to be opened. If
mailed to the above address, the two (2) sealed envelopes containing Part A and Part B should be enclosed
within a third (3rd) envelope properly addressed and identified. The Town will take no responsibility for the
mishandling, premature opening or subsequent rejection of a bid not properly addressed and identified.
General Contractor Requirements and submittals:
In addition to all the items in these Specifications, CONTRACTOR must address the
following:
1 A list of Connecticut Municipalities for which the CONTRACTOR has completed
Revaluation Programs, including dates, contact person and contact information.
2 A list of Connecticut Revaluation Contracts for which the CONTRACTOR is currently
committed, including dates, contact person and contact information.

3 Listing of completed contracts with Connecticut communities which can be larger, but
are not more than 10% smaller in size with similar characteristics to Naugatuck's Grand
List, including dates, contact person and contact information.
4 Description of the CONTRACTOR’S recommended public awareness program
throughout the various phases of the PROJECT.
5 Copy of CONTRACTOR’S current Connecticut Revaluation Certificate.
6 CONTRACTOR must supply a specimen contract and it is expressly understood that the
PROJECT bid documents including the general terms and conditions, specifications and
proposal will be made a part of the contract.
7 Description of the CONTRACTOR’S experience and technical approach to completing
the 2022 Revaluation Project including a proposal for the installation and calibration of
a CAMA system and conversion of existing data as described herein.
Selection Criteria:
Proposals for each item will be evaluated by a selection panel based upon the following
criteria:
PART A Technical Qualifications and Experience (50 Points)
1. Organization, size and structure as well as the firm’s ability to
conduct Naugatuck’s revaluation in addition to its current
commitments.
2. Qualifications and revaluation team makeup. Project
Supervisor, Appraisal Staff, Firm’s management and ability to
conduct revaluation given the characteristics of the Naugatuck
Grand List.
3. Firms understanding of the work to be performed and general
knowledge of Naugatuck.
4. Prior revaluation experience of Connecticut communities similar
to Naugatuck.
5. Approach to data entry, data conversion, installation and model
calibration of a complete CAMA system as described herein.

PART B – Cost Proposals (50 Points)
Basis of Award:
The Town intends to award the bid to the responsible and responsive bidder with the
highest composite score, which is calculated by the formula below:
a. The Technical Score, Part A, will be calculated using the following formula: Technical
Score = (Bidder's Score/Highest Score) x 50.
