This renovation consists of one phase with an option for a second phase which will affect the 2 nd floor of the Binghamton Federal Office Building and Courthouse, in Binghamton, NY. The newly renovated space is to be occupied by U.S. District Court staff, and will require their relocation into the new offices once completed. At that time an Optional phase may be executed for renovation of the vacated space which is to house the U.S. Probation Office. The total project area is approximately 3,200 SF.
The Contractor shall provide all labor, materials, equipment, tools, management, and full time on site supervision. Base interior work shall include, but is not limited to, new walls, doors, casework, woodwork, flooring, plumbing, electrical, fire protection and mechanical work. Additionally technology, data and security infrastructure work will be required. Exact work description is identified and indicated in the Contract Documents. The contractor shall comply with the projects design specifications and drawings. The work will be constructed under a single prime contractor who is to adhere to all security requirements and guidelines for building access. The contractor is also to provide onsite supervision at all times work is being performed, including potential after hours work as needed.
The magnitude of this construction project is estimated between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code is 236220 and the size standard is $33.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. This procurement is 100% Small Business set-aside for small business concerns. Any offers from other than small business concerns will not be considered. All responsible small businesses may submit a bid which shall be considered by the agency. The required construction completion date is 170 days commencing one day after the notice to proceed. The tentative solicitation release date is no earlier than 15 days after posting in FedBizOpps. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the documents to obtain the solicitation.
To have access and insure that you receive all information regarding this solicitation, potential bidders must register at www.fbo.gov . It is anticipated that the solicitation (FB) will be issued on or about October 6, 2017. The Bids opening will be on November 8, 2017, James M. Hanley FB, Rm 1350, 100 So. Clinton St, Syracuse, NY 13261 at 3:00 pm
The solicitation (specifications, clauses and provisions, and bid forms) will only be available electronically on Disk. All potential bidders shall fill out and submit to the Contracting Officer the attached Document Security Notice, once received the Contracting Officer will mail a copy of the solicitation to the vendor. Potential bidders must register with FedBizOpps in order to have access to the solicitation material (mods and updates).
All potential offerors must have an active registration in the System for Award Management (SAM). All prospective offerors are required to have completed the Representations and Certifications in SAM.
