GENERAL INFORMATION AND BACKGROUND:
In accordance with North Carolina General Statute Chapter 143 Article 3D, the City of Asheville,
North Carolina, cordially invites you to submit Statements of Qualifications for professional
planning and transportation analysis for the Biltmore Avenue and McDowell Street Corridor
Study.
The project QBS (Qualification Based Selection) process will be utilized, in accordance with NC
General Statute 143-64.31, to determine a qualified Firm to provide professional services for
the development of the subject study.. Submission by a firm to this RFQ does not mean that
the firm will be awarded a contract for this project. The City is seeking a firm whose
combination of experience and expertise will provide timely, cost-effective and quality driven
professional services to the City.
Letters of Interest and Statement of Qualifications for Professional Services will be received by
until 3 o'clock in the afternoon on April 18, 2019. Questions related to this RFQ should be
submitted via email only and directed to:

Format:
Interested firms with relevant experience and qualifications should submit (5) hard
copies and (1) pdf thumb drive copy of their Statement of Qualifications (SOQ).
Submittals should be no more than 40 numbered pages (20 double sided sheets), on
8.5x11 paper, bound, single spaced, 10 point font minimum. Submissions over 40 pages
will not be considered. Front and back covers, cover letters, table of contents and
section dividers will not count towards the page limit. Examples of previous work may
be printed on 11x17” paper, folded and bound within the proposal. These documents
do count towards the 40 overall page limit. Sections of the proposal may be printed
single-sided as needed.
It is expected that this request will result in the development of a list of 2-4 firms that might be
interviewed. Based on the interviews and submittals the highest-ranking firm will be selected
for negotiations for a contract.
The City of Asheville has adopted a Minority Business Plan to encourage participation by
women and minority businesses in the award of contracts. Bidders are hereby notified that this
bid is subject to the provisions of that Plan. Questions regarding the Minority Business Plan

Office Box 7148, Asheville, NC 28802-7148 or by phone at (828) 259-8050 or by e-mail at

search for vendors.It is the policy of the City to (1) provide minorities an equal opportunity to
participate in all aspects of its contracting and procurement programs and (2) to prohibit any

Firms responding to this request for qualifications are notified of a City policy that prohibits
contracting with persons or firms who are delinquent in the payment of ad valorem taxes owed
to the City of Asheville.
The City of Asheville reserves the right to reject any and/or all letters of interest and statements
of qualifications.
