SECTION 1 SCOPE OF WORK AND SPECIFICATIONS
York County owns, operates, and maintains a 750,000-gallon elevated toro style tank at 5380
Concord RD in York, South Carolina, which is in need of exterior and interior painting.
The County is interested in contracting with one qualified professional Contractor who employs skilled
professional workers thoroughly trained and experienced in the necessary crafts required to properly
repair and paint the tank as specified in this Request.
The purpose of this solicitation is to obtain services from a qualified firm to provide the necessary
labor, equipment, materials, supplies, manpower, vehicles, incidentals and supervision for repairing
and painting the tank as specified herein and attached hereto.
In addition to providing all labor, trucks, fuel, operating supplies, the Bidder's vehicles, equipment and
employees shall be fully insured as specified in the documents.
The successful Bidder shall be able to offer the requested services at a very high performance level
and fully comply with the Bid requirements specified in this Request.
York County intends to award the work to a single Bidder to perform the required repair/recoating
services. This Request should be considered a "TURN KEY" Request.
The work includes the surface preparation, repair, and painting of all surfaces related to the 750,000
gallon elevated toro style tank located at 5380 Concord RD in York, South Carolina.

A. The Bidder shall have five years practical experience and successful history in the application
of specified products in similar projects. Bidder shall substantiate this requirement by furnishing a list
of references and job completions.
B. Applicator must successfully demonstrate to the product manufacturer the ability to apply the
material correctly and within the confines of the specifications. The Bidder must provide a letter from
the manufacture stating their acceptance of the Bidder for this project to apply these products.
C. The Bidder shall possess the applicable license to perform the work as herein described and
as specified by local, state and federal laws.
D. The Bidder shall provide a site mock up with each paint system as a representative of how the
systems shall be installed and their final appearance, which is to be approved by the Owner before
any work is started. For overcoat projects, this mock up shall be used to test for adequate adhesion.
This approved mock up shall be the quality standard for the rest of the project.
1.6 Quality Assurance
1. Applicators shall be trained in application of the products and demonstrate a minimum
of 5 years successful experience in similar applications.
